Drug Situation: South Carolina is identified more as a drug “consumer state” rather than a “source state.” However, there has been increasing evidence of organizational activity extending to major distribution hubs, such as New York City (cocaine and heroin), southern Florida (cocaine and Ecstasy (MDMA)), southern Texas/Mexico (marijuana, methamphetamine, and diverted/illicit drugs), and southern California (methamphetamine, marijuana, and cocaine). Investigations are becoming more complex and cross numerous statewide and nationwide jurisdictions. Additionally, Mexican-based traffickers have taken advantage of the increase in Latino immigration to the state by hiding within Hispanic enclaves. Based on the last census, Hispanics are the fastest growing racial group in South Carolina. Recent investigations have targeted Hispanic, Cuban, Haitian, and Jamaican traffickers.

An examination of investigations conducted by the Charleston RO reveals that a significant portion of the cocaine and marijuana, distributed by coastal South Carolina distribution organizations, had originated from smuggling into the Port of Charleston. It is a well-known fact that traffickers will utilize 20-foot and 40-foot shipping containers to transport contraband either by secreting within the structure of the container itself or commingling with legitimate commercial cargo. Conservatively, for every container, loaded with illegal drugs discovered at the Port of Charleston, it is estimated that at least nine other containers with illegal drugs have slipped through without detection. The Port of Charleston is the second largest containerized seaport on the U.S. Eastern Seaboard and handles over 1.5 million containers per year. Currently there are three terminals; however, a fourth may be opened in the near future. Despite this intimidating volume of containers, the Department of Homeland Security – Customs and Border Protection (CBP) has only a reported 10 inspectors to service the inspection requirements of Charleston’s three port facilities and they must rely on Confidential Source information and container profiling to maximize their chances of success. These CBP Inspectors are only able to actually inspect less than 1 percent of all the containers destined to, or passing through, Charleston. Recent investigations have shown that there are numerous “cells” of traffickers working at the port with or as longshoremen to bring cocaine, marijuana, and heroin into the United States from overseas (Panama, Colombia, etc.).

Cocaine: Cocaine trafficking has been detected at stable to moderately increased levels in the major metropolitan areas of the state, including Columbia, Greenville, and Florence. An increase in trafficking along the coast has been noted in recent years, particularly in the tourist areas of Myrtle Beach and Charleston. Sources of supply are located in South Florida, New York, Georgia, and California, with the most common method of importation being by motor vehicle. Other less common methods of transport of drugs into the state include courier services, commercial airline, bus, and train travel. At the retail level, trafficking groups appear to be moderately sized and loosely organized. Cocaine is often transported into the state in powder form and converted into crack cocaine by local distributors. During 2003 and 2004, DEA offices statewide placed significant attention on the development of cases targeting high level trafficking groups. Title III investigations during 2003, resulted in the dismantling of a large cocaine trafficking organization operating in Columbia, SC. A total of 17 arrests were made in connection with the investigation.

Heroin: Heroin is available in multi-gram quantities throughout South Carolina and is routinely packaged in “bindles” for distribution. The most common source location for heroin distributed in South Carolina is New York City. Heroin suppliers use a variety of methods, including mail service and public transportation to transport heroin into South Carolina. Although the heroin user population has historically been a limited and stable group generally located in the inner cities, recent information indicates an increasing pattern of heroin use by a younger population in “experimental” or “party” situations.

Methamphetamine: While methamphetamine is available across South Carolina, investigations indicate that there is a growing abuse of the drug. Methamphetamine distributed in the state is normally obtained from sources of supply in California, and in some cases, from northern Georgia (Atlanta). The number of clandestine laboratory seizures in South Carolina continues to increase.

Club Drugs: Ecstasy (MDMA) is readily available in several cities in South Carolina, predominantly in the areas of Greenville and Columbia, and those cities along the Atlantic coast. During the past year, there has been a significant increase in Ecstasy distribution throughout the state, with traffickers based out of Columbia distributing a significant portion of the Ecstasy sold. Recent data indicates that Atlanta, Georgia, has become a significant hub for MDMA distribution in South Carolina. Law enforcement agencies are attempting to infiltrate organizations distributing Ecstasy, but are hampered by the cost of Ecstasy currently available on the street.

Marijuana: Marijuana, the most prevalent illegal drug of abuse in South Carolina, primarily comes from Mexico. Traffickers use vehicles, tractor-trailers, commercial air, buses, trains, and commercial express parcel services to import marijuana from Mexico through California. Members of the South Carolina National Guard and the South Carolina Law Enforcement Division (SLED) routinely eradicate small patches of outdoor marijuana. In 2002, SLED discovered and destroyed 27,013 plants in South Carolina. In 2003, a total of 15,038 plants were destroyed.

Other Drugs: There have been increasing incidents of LSD distribution and abuse, as well as incidents of Rohypnol and Ketamine appearing in nightclubs in those communities along the Atlantic coast and upstate.

Pharmaceutical Diversion: Current investigations indicate that diversion of OxyContin®, hydrocodone products (such as Vicodin®), and pseudoephedrine continues to be a problem in South Carolina. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, and “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical). Methadone, benzodiazepines, MS Contin®, and fentanyl were also identified as being among the most commonly abused and diverted pharmaceuticals in South Carolina.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been six MET deployments in the State of South Carolina since the inception of the program: Greenville, Dillon, North Charleston, Orangeburg, and Spartanburg (2).

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in South Carolina.

Drug Situation: Cocaine is the primary drug of choice in Rhode Island. High quality cocaine is available in Rhode Island and is generally 60% -90% pure. Cocaine traffickers in Rhode Island also service customers in Massachusetts, Maine, and New Hampshire, traffickers utilize Rhode Island as a transshipment point for distribution throughout New England.

Cocaine: Cocaine continues to be readily available throughout Rhode Island. The cocaine is transported from South America through Southwest Border States via commercial airlines and motor vehicles with sophisticated hidden hydraulic compartments. Cocaine is also brought to New England from the Mexican border, hidden within shipments of legitimate goods being transported by tractor-trailer. Much of the cocaine HCl is converted into crack cocaine for sale at the retail level. Cocaine is distributed primarily by Colombian and Dominican traffickers. The majority of the cocaine purchased in Rhode Island is transported in by local suppliers who travel to New York and return to distribute the product.

Heroin: Heroin is widely available in Rhode Island and can be purchased in nearly every town and city. Heroin is available in Rhode Island at very high purity levels. Dominican, Colombian, and Puerto Rican traffickers continue to dominate the heroin trafficking market in Rhode Island. The Dominican Traffickers network the most among the various ethnic groups and they control the street level distribution of heroin. Heroin is typically transported by courier to Providence via airplane, train, and automobile for distribution. Heroin is sold at the retail level in bags, bundles, browns, and bricks. Kilogram quantities of heroin are rarely seen available in Rhode Island.

Methamphetamine: Methamphetamine is rarely seen in Rhode Island.

Club Drugs: The state of Rhode Island continues to see an abuse of “club drugs,” such as MDMA and GHB. MDMA is found in various Nightclubs located in Providence, RI and at rave parties throughout the state. Almost all-local Police departments in Rhode Island have reported and increase in Ecstasy, GHB, and Ketamine or “K”. The majority of the MDMA seen in Rhode Island comes from Canada, New York, and Boston, MA.

Marijuana: The trend in Rhode Island supports a widespread and readily available market of fairly large amounts of marijuana. Prices of marijuana will vary seasonally as the supply fluctuates. The marijuana available in Rhode Island is mostly Mexican, however it is supplemented by limited amounts of other foreign based and domestic marijuana. The majority of the marijuana is imported from the southwest border via parcel carriers and couriers on commercial airlines. Hydroponically produced marijuana is also available in Rhode Island. A majority of the “hydro” marijuana is transported into Rhode Island via tractor trailers and is sold for $3500 – $5000 per pound. Canada is the major source of supply for this type of marijuana in Rhode Island.

Other Drugs: The most popular pharmaceutical substance abused in Rhode Island is OxyContin. Much of the diversion is through fraudulent prescriptions, doctor shopping, pharmacy break-ins, and hospital thefts. OxyContin is being sold for approximately $1.00 per milligram.

Other Enforcement Operations: Drug traffickers operating in Rhode Island exploit every possible avenue to smuggle drugs into the state. Route 95 links Rhode Island with New York, Bridgeport, and Boston and is essential for the state’s industries and residents as well as drug traffickers and money launderers. More than 5,000 miles of intrastate roads are traveled in Rhode Island. The Providence Resident Office has observed every major highway, airline carrier, postal service and port of entry being exploited in order to infiltrate drugs into the state.

Drug Courts/Treatment Centers: There are currently two drug courts operating in the state of Rhode Island. According to the Rhode Island Department of Mental Health and Substance Abuse Services, there are currently 58 drug and alcohol treatment centers operating in the state of Rhode Island.

Drug Situation: Heroin, cocaine HCl, crack cocaine, and marijuana remained the most available, popular, used, and trafficked illegal drugs in Pennsylvania. However, clandestinely manufactured drugs, such as methamphetamine, crystal methamphetamine, and club drugs, such as MDMA/ecstasy, also remained readily available to users of various ages and socioeconomic backgrounds. OxyContin availability was reported to be decreasing, yet it remained popular in some areas, especially in northeastern Pennsylvania. The diversion of methamphetamine precursor chemicals such as ephedrine, pseudoephedrine, and anhydrous ammonia, as well as the discovery of clandestine laboratories, remained a problem in western Pennsylvania, while significant investigations of internet pharmacies continued.

Methamphetamine and crystal methamphetamine abuse and trafficking remained a significant problem, as evidenced by an increase in new crystal methamphetamine investigations and a substantial increase in overall methamphetamine seizures from fiscal year 2004 to present.

Most trafficking and distribution were facilitated by a variety of Hispanic and African-American networks that are scattered throughout the state. These groups distributed drugs that were either transported into Pennsylvania via various transshipment locations, or were shipped directly to Philadelphia or other localities. Concealed vehicle compartments, public transportation, airline luggage, as well as freight and parcel services, remained commonly used modes for shipping quantities of drugs. Philadelphia’s street corner distribution networks remained sources of drugs sold to users in Pennsylvania. However, distributors operating in some smaller cities and towns frequently travel either to New York or to lower-level distribution points other than Philadelphia to purchase larger quantities of drugs to sell at the retail level.

Heroin, cocaine HCl, and crack cocaine trafficking organizations remained the Philadelphia Division’s top enforcement priorities, especially as intelligence indicated that these organizations continue to infiltrate the smaller cities and rural areas in the division. The violence, intimidation, and increasing number of overdose deaths remained a significant concern to local law enforcement, as well as community and treatment officials.

Cocaine: Cocaine HCl remained one of the drugs of choice, as its overall popularity has not diminished greatly over the last few years. The use of cocaine HCl, which is cooked into crack cocaine in most cases, remained a significant concern in suburban and rural communities outside of Philadelphia. Reports indicated that cocaine HCl continued to be snorted and used in combination with heroin and/or alcohol. Reports also indicated that admissions for cocaine treatment have been overtaken by admissions for heroin treatment in several areas of central Pennsylvania.

New York City remained the primary source area for cocaine HCl distributed in Pennsylvania. Colombian, Puerto Rican, and Dominican groups based in New York and in Philadelphia provided wholesale quantities of cocaine HCl to lower-level Hispanic and African-American groups that distributed it in the inner city neighborhoods and suburbs of Philadelphia, as well as in smaller cities, towns, and rural areas.

Heroin: South American heroin remained widely available in Pennsylvania, as distributors continued to target new customers in smaller towns and rural areas. Although the greater Philadelphia area is generally considered a consumer heroin market, North Philadelphia’s street corner distribution sites also attracted distributors from locales throughout Pennsylvania. Heroin is also distributed to a lesser extent in West and South Philadelphia. There are also several Dominican sources of supply concentrated in Northeast Philadelphia. The relocation of trafficking organizations resulted in the increased availability of heroin in locations once thought to be exempt from the problems associated with heroin distribution and use.

Intelligence indicated that cheap, high-purity heroin remained readily available in the northeastern and southwestern parts of Pennsylvania, areas where cocaine distribution dominated for years. Availability appeared to be on the rise in western PA, especially in the Pittsburgh area, but overall purity remains low. However, heroin purity levels in the Pittsburgh area appeared to be rising slightly over the past several months. Heroin availability was relatively stable in the other areas, as it remained easy for users to obtain it in most cities and towns within Pennsylvania. Some of these cities and towns, especially Allentown, Bethlehem, Reading, and Easton, have become lower-level distribution points for users and distributors operating in surrounding communities. These cities are located within a short drive of Philadelphia, and other localities in eastern Pennsylvania are also located within a short drive of New York City.

Methamphetamine: Methamphetamine is available in varying quantities in Pennsylvania with consumption concentrated in the Philadelphia area. The majority of the methamphetamine used in Pennsylvania is supplied by local traffickers who manufacture or produce it themselves and by major trafficking organizations operating in California and Mexico. Intelligence indicates that these organizations transport methamphetamine into Pennsylvania using a variety of methods, including private vehicles, commercial bus luggage, and packages shipped via express mail and parcel services.

Although the availability of methamphetamine in Pennsylvania is relatively low compared to the midwestern and western United States, investigations and reports from state and local law enforcement confirm the eastward movement of methamphetamine production into Pennsylvania. In particular, rural areas, such as the northwestern counties and Pocono Mountain have been infiltrated with small, yet dangerous, methamphetamine laboratories, as numerous seizures have documented by law enforcement in the last few years. The rural parts of Pennsylvania remained the most popular sites for clandestine laboratories due to the reduced risk of detection caused by the pungent odor of a laboratory as well as the likelihood of a lesser law enforcement presence. However, investigations continued to reveal that small-scale laboratories exist anywhere from residences to motel rooms in cities and towns throughout Pennsylvania. These laboratories account for the vast majority of methamphetamine laboratories seized in Pennsylvania and the majority of methamphetamine available in western Pennsylvania. However, the production output of these laboratories represent only a small percentage of the methamphetamine consumed in all of Pennsylvania.

Though not nearly as popular as heroin, cocaine, or crack cocaine, methamphetamine is attractive because of its longer lasting high and because users can easily produce their own methamphetamine with readily available recipes, precursor chemicals or ingredients, and equipment. Laboratory operators use various means to obtain precursor chemicals, including diversion from legitimate sources and self-production. However, precursor chemicals include commonly used household products/chemicals, such as lye, and over the counter drugs, such as pseudoephedrine, most of which are readily available at retail stores.

Club Drugs: MDMA (ecstasy) is primarily available at rave parties and nightclubs in the metropolitan areas of Pennsylvania (Philadelphia and Pittsburgh), but remains available to and popular among teenagers and young adults on college campuses across the state. Gamma hydroxybutyric acid (GHB), the GHB precursor gamma butyrolactone (GBL), and ketamine are also available in Philadelphia-area nightclubs, while GHB was available and used in central Pennsylvania.

New York City is the primary source area for the retail quantities of MDMA available in Pennsylvania. Investigations indicate that MDMA is smuggled by Israeli and Dutch nationals as well as by members of Russian and Israeli organized crime groups from the Netherlands, through Canada, New York, and the Caribbean, and then to cities in Pennsylvania. Wholesale quantities of MDMA tablets are also shipped and transported directly into Pennsylvania via mail/parcel services or by couriers flying into major international airports. Philadelphia International Airport is one of these locations, where couriers travel with suitcases or wearing clothing that conceals tablets.

Marijuana: Marijuana remained abundantly available in both wholesale and retail quantities in Pennsylvania. In western Pennsylvania, marijuana abundance was attributed to the continued use of commercial shipping companies to transport it as well as the existence of growing operations in the area. The investigation of an Asian trafficking organization revealed that high-grade “BC Bud” marijuana was also available in the Philadelphia area.

The wide availability of marijuana allows it to be easily obtained and used by individuals from a variety of ethnic populations and socioeconomic sectors. Recreational use of marijuana remained popular with high school and college age students, while adults remained the predominant users of marijuana, especially in large social gatherings, such as rock concerts. Reports indicated that some users smoke marijuana in combination with crack cocaine, heroin, and PCP.

Source areas of marijuana distributed in Pennsylvania include the US southwest border region, namely Arizona, Texas, California, and Mexico, as well as New York City (especially northeast PA). Intelligence from the Harrisburg area has indicated an increase in encounters with individuals transporting marijuana into Pennsylvania from California and Arizona in personal vehicles. Various means of transport were employed by traffickers transporting large quantities of marijuana into Pennsylvania, including tractor-trailers, passenger vehicles, passenger luggage on commercial aircraft, buses, and trains, the US Postal Service, and freight and parcel shipping companies (e.g. UPS, FedEx).

Due to their proximity to major thoroughfares, localities throughout the state remained transshipment points as well as consumer markets. At the retail level, Hispanic, African-American, and Caucasian groups, along with some dominant Jamaican organizations, controlled the marijuana market by distributing bag, ounce, and pound quantities to users across Pennsylvania.

Other Dangerous Drugs: In the Philadelphia area, phencyclidine (PCP) is available and commonly used with marijuana. Reports continue to indicate that lysergic acid diethylamide (LSD) remains available in western Pennsylvania and in smaller urban areas north and west of Philadelphia. Caucasian juveniles and young adults who reside in these smaller urban areas and area colleges are reportedly the predominant users and distributors of LSD.

California is the most commonly reported source area for quantities of LSD, while California and New York are considered the source areas for the PCP that is primarily distributed in Philadelphia. Typically, these drugs are transported in vehicles or shipped in parcels via the US Postal Service or other parcel services.

Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products such as Vicodin®, oxycodone products such as OxyContin®, fentanyl (such as Actiq®), and pseudoephedrine continues to be a problem in Pennsylvania. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), forged prescriptions, and the Internet. Benzodiazepines such as diazepam and alprazolam (both the generic formulation and brand name Xanax®) were also identified as being among the most commonly abused and diverted pharmaceuticals in Pennsylvania.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been 19 MET deployments in the State of Pennsylvania since the inception of the program: Bristol, Chester City (2), Clariton, Easton, Norristown, Reading (2), York, Pottstown, Bethlehem, Allentown (2), Philadelphia (2), Upper Darby, Harrisburg, Bristol Township, and Lancaster.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There has been one RET deployment in the State of Pennsylvania since the inception of the program, in Pittsburgh.

Financial/Money Laundering: The money raised from drug sales is transported to source areas from Pennsylvania using any or a combination of several common methods. These methods typically fall under one of two categories: physical transportation or electronic transfer. Methods of physical transportation include direct shipment of cash via parcel or mail services and transportation by vehicle employing a variety of concealment measures. Technology developed and advanced in the last several years made the electronic transfer of funds a much more attractive and much less risky method to pay sources of supply around the world. While wire remittance companies are regularly used to transfer money, the use of internet banking to transfer funds into domestic and international bank accounts has become increasingly popular. Money laundering methods include purchasing valuables, vehicles, real estate, and other property with drug proceeds. The creation and use of fictitious front companies and illegitimate businesses including internet-based companies have been popular. The “structuring” of electronic transfers over several days, using several different financial institutions is another way to avoid transaction reporting.

Sources

Drug Situation: Oregon is a transshipment point for controlled substances smuggled to Washington and Canada, and is also a consumer site. Oregon is a source of marijuana and also has a growing number of clandestine methamphetamine laboratories.

Cocaine: Cocaine is available, however it is not the preferred drug among most drug abusers in the state. Heroin and methamphetamine continue to be preferred by most drug abusers. Hispanic traffickers are the most common sources of cocaine in Oregon, and it is sold to Caucasian distributors. Crack cocaine is available but more so in the areas of Salem and southern Oregon.

Heroin: Mexican black tar and brown heroin are the primary types of heroin distributed throughout Oregon, controlled by Hispanic poly-drug trafficking organizations. Heroin continues to be shipped from Mexico by a variety of methods, primarily by vehicles with hidden compartments. Heroin typically is transported overland to Portland via the Interstate 5 corridor from source cities in Mexico through traffickers in California. Many of the Hispanic traffickers belong to extended Mexican families from regions such as Nayarit and Michoacan, where traffickers use their familial contacts in Mexico and California to smuggle heroin into the state. These organizations also traffic in cocaine, methamphetamine, and marijuana (of Mexican origin).

Methamphetamine: Methamphetamine is one of the most widely abused controlled substances in Oregon. Two “varieties” are generally encountered: Mexican methamphetamine, which is either manufactured locally or obtained from sources in Mexico, California, or other Southwest Border states; and methamphetamine which is produced locally by area violators. Of the two types, Mexican methamphetamine continues to flood the market. Methamphetamine is available in multi-pound amounts throughout western Oregon, and smaller quantities are available in Eastern Oregon. Canadian pseudoephedrine, utilized in the manufacture of methamphetamine, is frequently seized at clandestine laboratory sites. Crystal “ice” methamphetamine is increasing in availability and is the exclusive type of methamphetamine available in central Oregon. In the greater Portland area a rise in syphilis cases accompanied the popularity of crystal methamphetamine and health officials fear it may fuel a surge in HIV infections.

Club Drugs: MDMA (Ecstasy) is available throughout the state, and multi-kilogram seizures are common. It is accessible in varying quantities in the larger cities and on college campuses, as well as outlying areas. MDMA is often traded for high grade marijuana, either grown locally or BC Bud marijuana from British Columbia, Canada. GHB laboratories have been seized in conjunction with methamphetamine laboratories. Mexican Ketamine is also smuggled into the state. Marijuana: Marijuana is readily available in Oregon. The majority of marijuana available in Portland is cultivated in home grow operations. Multi-thousand plant outdoor marijuana growing gardens have been discovered on national forest land in southern Oregon which indoor marijuana grows of similar size have been found in buried shipping containers.

Canadian and domestic marijuana in the Portland area is available in multi pound amounts. Mexican marijuana is present, but not prevalent. Mexican grown marijuana is transported using existing heroin and methamphetamine distribution routes and methods. It is typically transported overland via Interstate 5 and U.S. Highway 101 in western Oregon. Traffickers typically use passenger vehicles fitted with hidden compartments or attempt to otherwise conceal the drugs within the vehicle. Canadian marijuana smugglers use passenger vehicles, fishing vessels, private aircraft (fixed wing and helicopters), and “mules” to smuggle the drug into the state. Traffickers take advantage of rural airfields to smuggle large quantities of marijuana.

Other Drugs: The most commonly abused pharmaceutical drugs in the state are hydrocodone (Vicodin) and benzodiazepines (Xanax and Klonopin). Hydrocodone for street sales has been smuggled into the state via mail parcels from California. Soma is a Schedule IV controlled drug in Oregon and is often used in combination with narcotic analgesics. The most prevalent methods of diversion are pharmacy theft and fraudulent prescriptions. Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products (such as Vicodin®), and pseudoephedrine continues to be a problem in Oregon. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), forged prescriptions, and the Internet. Oxycodone products such as OxyContin®, and benzodiazepines such as Xanax® (both brand name and the generic alprazolam), were also identified as being among the most commonly abused and diverted pharmaceuticals in Oregon.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been seven MET deployments in the State of Oregon since the inception of the program: Woodburn, Madras, Klamath Falls, Washington County, Keizer, and Portland (2).

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in the State of Oregon.

Drug Situation: Methamphetamine, which is produced in Mexico and the Southwest United States and locally produced, remains the principal drug of concern in the State of Oklahoma. Cocaine, particularly crack cocaine, is a significant problem in the urban areas of the state. Oklahoma also serves as a transshipment point for drugs being transported to the eastern United States via Interstates 40 and 44. Interstate 35 also provides a critical north-south transportation avenue for drug traffickers.

Cocaine: Cocaine continues to be readily available throughout Oklahoma. The cocaine is transported from Texas and Mexico via commercial airlines and motor vehicles. Mexican polydrug traffickers dealing in marijuana and methamphetamine bring some of the cocaine into the state. Much of the cocaine HCl is converted into crack cocaine for sale at the retail level. Cocaine is distributed primarily by Mexican and African American traffickers. The majority of the cocaine purchased in the Oklahoma City area is transported in by local suppliers who travel to large cities in Texas and return to distribute the product.

Heroin: Black Tar heroin is available in limited quantities near the metropolitan areas in Oklahoma. It is rare to encounter brown or white heroin, though in a very few instances, “white” heroin from Colombia has been seen. Recently, brown heroin of high potency (66%) was encountered in the Oklahoma City area. Demand for heroin has declined in recent years. The majority of heroin traffickers in Oklahoma receive their heroin from Mexico. Most of the heroin transported into Oklahoma is concealed in hidden compartments in passenger vehicles.

Methamphetamine: Methamphetamine is the primary drug of choice in Oklahoma. Caucasian males and females are equally the primary users. Most of the methamphetamine in the state is brought in by Hispanic organizations via motor vehicles, commercial airlines, and mail delivery services. An increase in the amount of crystal methamphetamine has been seen over the past year.

Local small “mom and pop” laboratories continue to be a significant problem throughout Oklahoma. Approximately 30% of local laboratories use the Nazi method and produce only ounce quantities or less at a time.

Club Drugs: The state of Oklahoma is seeing an increase in the abuse of club drugs, such as MDMA and GHB. MDMA is found at rave parties in eastern and central Oklahoma. The majority of the MDMA seen in Oklahoma comes from the West Coast, Nevada, and Texas. A small number of seizures have involved MDMA originating in Canada.

Marijuana: Marijuana is readily available in all areas of Oklahoma. Marijuana is the main illegal drug of abuse in the state. Marijuana imported from Mexico is prevalent and is usually imported in combination with other illegal drugs being transported to Oklahoma and other states north and east. The majority of the marijuana is imported from the southwest border via passenger vehicle and occasionally in freight vehicles. Mexican “Sensimilla”, usually found in “pressed/brick” form, is the most common type of marijuana seen in Oklahoma, particularly in urban areas.

Domestically produced marijuana is also available in Oklahoma, though not as readily in recent years. Oklahoma, along with several other southern states has endured severe drought conditions over the past three years. This situation has affected the local production of marijuana.

Other Drugs: The most popular pharmaceutical substances abused in Oklahoma are Vicodin, Lortab, propoxyphene, alprazolam, hydrocodone, Ultram, diazepam, Hycodan, Demerol, Dilaudid, and Percodan. Much of the diversion is through fraudulent prescriptions, doctor shopping, pharmacy break-ins, and hospital thefts. OxyContin is also increasing as a pharmaceutical drug of abuse in Oklahoma.

Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products and pseudoephedrine continues to be a problem in Oklahoma. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), forged prescriptions, and, in the case of pseudoephedrine, “smurfing” (individuals going from store to store buying products containing pseudoephedrine). Benzodiazepines and Lortab®/Lorcet® were also identified as being among the most commonly abused and diverted pharmaceuticals in Oklahoma.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been four MET deployments in the State of Oklahoma since the inception of the program: Duncan, Ardmore, El Reno, and Pocola. In March 2005, the METs prioritized investigations to target and dismantle methamphetamine trafficking organizations and clandestine laboratory operators. The following MET deployment targeted methamphetamine trafficking organizations: Pocola.

Other Enforcement Operations: The number of Operation Pipeline interdictions are increasing within the state of Oklahoma. California and Texas are most often reported as the domestic states of origin. Since the state of Oklahoma is traversed by numerous Interstate Highways, interdictions are common in all areas. Seizures of illicit drugs traveling through Oklahoma en route to their destinations north and east are routine, as well as seizures of large amounts of currency en route south and west.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There has been one RET deployment in the State of Oklahoma since the inception of the program, in McAlester.

Drug Courts/Treatment Centers: There are currently Twenty-two drug courts operating in the state of Oklahoma with eleven more in the planning stages.

According to the Oklahoma Department of Mental Health and Substance Abuse Services, there were 212 drug and alcohol treatment centers operating in the state of Oklahoma during 2001.

Current Laws Regarding Criminal Sanctions and Precursor Chemicals: Over the past couple of years the Oklahoma Legislature has passed numerous laws regarding methamphetamine and its precursor chemicals. These include additional penalties for manufacturing methamphetamine in the presence of minors; possessing or distributing methamphetamine in the vicinity of schools, public parks, public pools or on a marked school bus; and for tampering with anhydrous ammonia equipment. Any possession of anhydrous ammonia in unapproved containers is considered prima facie evidence of manufacture. Any possession of three (3) ingredients such as iodine, red phosphorous and ether is considered prima facie evidence of intent to manufacture methamphetamine. The average lab manufacturing sentence in the state is approximately 20 years. House Bill 2316 passed both the Oklahoma House and Senate in May 2002 and went in to effect on July 1, 2002. This new law puts a 24 gram limit on all cold medicines containing pseudoephedrine or ephedrine. The charge carries a five year maximum sentence. If a retailer knowlingly distributes pseudoephedrine, ephedrine, or phenylpropanolamine with the knowledge that it will be used to manufacture methamphetamine, the sentence carries a maximum of ten years incarceration. House Bill 1326, effective July 1, 2003 requires state registration (mirroring Federal Law) for the handling/distribution of products containing Pseudoephedrine at both the wholesale and retail levels.

New Legislation: House Bill 2176 was presented to the Senate in March 2004 and is expected to be signed into law by Governor Brad Henry within the next few months. This Bill calls for Pseudoephedrine to be included as a Schedule V controlled substance.

Drug Situation: The primary drug threat in Ohio is powder and crack cocaine. The most violent crimes in the state are attributed to its distribution and abuse. Also, the rising availability of high-purity, low cost heroin is creating a large user population with a greater physical risk to users, who are younger than ever before. In the northern Ohio region, South American and Mexican black tar heroin are prevalent, while in the southern Ohio region, Mexican black tar heroin is predominant. Marijuana remains the most abused drug in the state. Ohio is a source area for marijuana cultivation, as well as a distribution point for Mexican marijuana from the southwest border. Club drugs and MDMA (ecstasy) are also growing in popularity in urban areas. Meanwhile, methamphetamine manufacturing and use are increasing, but has not reached the levels of other states in the Midwest.

Cocaine: Cocaine HCL and crack combined constitute the greatest drug threat in Ohio. Cocaine is transported into Ohio from the southwest border, including California and Texas, as well as from Miami, Florida and New York City. Detroit, Michigan and Chicago, Illinois serve as transshipment points and distribution centers for cocaine shipped from the southwest border and transported throughout Ohio. Mexican and Dominican criminal groups and to a lesser extent other ethnic criminal groups are the principal transporters and wholesale distributors of multi-kilogram quantities of powdered cocaine in Ohio. Gram quantities sell between $100-$120, ounce quantities, $750-$1400, and kilograms $22,500 – $32,000. The purity levels for cocaine HCL range from 32.54 to 72.75 percent. Purity levels for crack cocaine range from 19 to 63.7 percent. The Ohio Department of Alcohol and Drug Addiction Services data indicates that the number of treatment admissions for cocaine abuse for 2003 was 9,879.

Heroin: Heroin distribution and abuse are increasing in Ohio. Heroin signature analysis indicates that South American and Mexican black tar are prevalent in the northern Ohio region. In the southern Ohio region Mexican black tar heroin is predominant. Dominican criminal groups control the distribution of South American heroin, while Mexican criminal groups control the distribution of Mexican black tar heroin. At the retail-level, African-American, Dominican, and Mexican criminal groups are involved in heroin distribution. Heroin is shipped into Ohio from major distribution centers such as Chicago, Detroit, New York and various cities along the southwest border. Heroin is also transported on commercial airline flights into Ohio. Wholesalers use major Ohio cities such as Cleveland, Cincinnati, Columbus, and Toledo as distribution centers for smaller cities in and outside the state. Gram quantities sell between $140-$250 and ounce quantities $2400-$7000. The purity levels range from 23.5 to 57 percent . The Ohio Department of Alcohol and Drug Addiction Services data indicates the number of treatment admissions for heroin abuse increased overall from 6,878 in 2002 to 7,416 in 2003.

Methamphetamine: Methamphetamine manufacturing and use are increasing in the state of Ohio. Local independent criminal groups, outlaw motorcycle gangs (OMG’s) and, to a lesser extent, Mexican criminal groups are primarily responsible for shipping methamphetamine into and distributing it throughout Ohio. Methamphetamine is also shipped into Ohio predominantly through mail and package delivery services. Purity levels range from 7.425 to 100 percent. Amphetamine/methamphetamine abuse in Ohio is prevalent and comparative to rates of abuse in other states in the region.

Club Drugs: The use of Club Drugs such as Ecstasy (MDMA), GHB, Ketamine, and LSD has steadily increased in Ohio. Club Drugs are growing in popularity among young adults and juveniles, particularly in most urban areas of the state where “Rave” parties are also increasing. MDMA is the club drug of choice and represents the greatest future threat to Ohio’s youth. Most MDMA available in Ohio is produced outside the United States, typically in laboratories in the Netherlands and Belgium and transported through express mail services and by couriers on commercial airlines through distribution centers such as Miami, New York City, Philadelphia, and Washington, D.C. MDMA also reaches Ohio from Canada via New York and is transported via the interstate highways and public modes of transportation. Most traffickers of MDMA are loose-knit independent entrepreneurs. Retail dealers typically are suburban teenagers, usually high school or college students. The pills are sold at an average of $25 per pill.

Marijuana: Marijuana continues to be the most widely abused and readily available illicit drug throughout the state of Ohio. The available supply of marijuana ranges from pound to multi-hundred pound quantities. Ohio is a source area for marijuana. The rural areas of Ohio provide an adequate environment for the outdoor cultivation of cannabis, most of which occurs in the southern part of the state. In northern Ohio, the use of hydroponics and other sophisticated indoor growing techniques that produce sinsemilla with a high THC content continues to increase. Mexican marijuana is also frequently encountered in the state of Ohio. The marijuana is shipped from the southwest border states. Large quantities are shipped into Ohio mainly overland, and smaller quantities through package delivery services and the mail. Mexican criminal groups are the dominant wholesale suppliers of marijuana in Ohio. They supply multi-hundred kilogram quantities of marijuana to most districts throughout the state. Local independent and Jamaican criminal groups also are responsible for shipping and distributing wholesale amounts of marijuana into Ohio in multi-kilogram quantities. Ounce quantities of marijuana sell between $100-$250, pound quantities $800-$4000, and kilogram quantities $1800-$3000. The Ohio Department of Alcohol and Drug Addiction Services data indicates that the number of treatment admissions for marijuana abuse increased from 17,896 in 2002 to 17,952 in 2003.

Other Drugs: The diversion and abuse of OxyContin represent a significant drug threat in Ohio. OxyContin, a powerful pain reliever whose effects are the same as other opiate derivatives, is obtained legally through prescriptions as well as illegally on the street. Formerly seen as a drug of abuse primarily among the Caucasian population, law enforcement officials in Ohio report increasing abuse among African Americans. According to the Ohio Department of Alcohol and Drug Addiction Services, youth abusers of OxyContin have begun abusing heroin since they can no longer obtain or afford OxyContin. Continued incidents of overdoses and drug-related deaths were reported throughout the state during 2003. Also, a direct connection between abuse of this drug and drug-related robberies has been established.

This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in the State of Ohio.

Special Topics: HIDTA: During June 1999, ONDCP designated areas within northern Ohio as the Ohio High Intensity Drug Trafficking Area (Ohio HIDTA). The HIDTA region was expanded during 2004 to include central and southern Ohio counties. The Ohio HIDTA is comprised of the Ohio counties, Cuyahoga, Lucas, Mahoning, Stark, Summit, Fairfield, Franklin, Greene, Hamilton, and Montgomery. Currently the following agencies are assigned responsibilities in the Ohio HIDTA program: U.S. Drug Enforcement Administration, Federal Bureau of Investigation, Internal Revenue Service, Bureau of Customs Enforcement, Bureau of Alcohol, Tobacco, Firearms and Explosives, U.S. Marshalls Service, Ohio Bureau of Criminal Identification and Investigations, and other local Police Departments and law enforcement agencies

Drug Situation: The trafficking and use of methamphetamine is the primary concern for law enforcement and public health officials in North Dakota. At the present time, no single drug trafficking organization dominates the distribution of methamphetamine. Mexican poly-drug organizations have sources of supply in Mexico, California, and Washington, and transport methamphetamine into North Dakota via privately owned vehicles, Amtrak trains, and Greyhound buses. Smaller quantities of methamphetamine are mailed via U.S. mail and Federal Express. Mexico-based drug trafficking organizations dominate the transportation of marijuana from the Southwest Border to North Dakota. Private vehicles and commercial mail carriers are used to ship small quantities, ranging from five to ten pounds. Local cultivation of marijuana is done on a relatively small scale.

Cocaine: Cocaine is no longer the stimulant of choice – methamphetamine surpassed cocaine in that area two years ago. According to RAC Behrman, the Fargo office encounters very little cocaine today.

Heroin: Heroin distribution and use have not been a significant problem in North Dakota. Heroin trafficking is a low priority for law enforcement agencies in the state. Virtually all of the heroin encountered in North Dakota, mainly in Fargo, is black tar heroin from Mexico.

Methamphetamine: The methamphetamine threat in North Dakota is a two-pronged problem. First, quantities of meth produced by Mexican organizations based in California and Washington are transported into and distributed throughout the state. Second, meth is increasingly being produced in small laboratories, capable of producing only a few ounces at a time. Because of the extreme rural nature of the state, as well as the state’s dependence on the agriculture industry, there is a high level of use and availability of anhydrous ammonia among the state’s legitimate agricultural community. Farmers use “nurse tanks” to apply anhydrous ammonia in their fields. This has resulted in increased thefts of anhydrous ammonia-commonly used in the “Birch” meth manufacturing method. A DEA investigation in Grand Forks, North Dakota, resulted in the arrest of two Mexican nationals and the seizure of over ten pounds of meth. A co-conspirator in the same case was arrested for attempted murder of a police officer and possession of over seven pounds of meth. Another meth case resulted in the arrest of two suspects and the seizure of 10 assault rifles and $10,000 in cash. According to the El Paso Intelligence Center (EPIC), the number of meth laboratories seized by the DEA and state and local law enforcement agencies has increased sharply over the past few years.

Club Drugs: There have been indications that “Club Drugs” are making their way into the Fargo area in small quantities.

Marijuana: The presence, of marijuana cultivated in Canada (both “B.C. Bud” and hydroponically generated) had increased dramatically. Canadian drug organizations from Vancouver and Manitoba use the wide North Dakota border with Canada to bring these types of marijuana into the United States; the bulk of the marijuana is destined to areas outside North Dakota.

Other Drugs: There is no significant diversion of legitimate drugs to report.

Pharmaceutical Diversion: Recent investigations indicate that diversion of hydrocodone products is taking place in North Dakota. Typical methods of diversion are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), forged prescriptions, and the Internet.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been no MET deployments in the State of North Dakota.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This Program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. Special Topics: Currently, there are six Task Force Officers, representing five law enforcement agencies, assigned to the DEA in North Dakota. North Dakota is covered by the Midwest High Intensity Drug Trafficking Area (HIDTA), along with Iowa, Kansas, Missouri, Nebraska, and South Dakota. The Midwest HIDTA has established four initiatives in North Dakota: Bureau of Criminal Investigation, Bismarck, Fargo (DEA Task Force), and Grand Forks. The Midwest HIDTA initially was created to concentrate on fighting the overwhelming increase in the manufacture and distribution of methamphetamine. Accordingly, Midwest HIDTA funds were restricted to methamphetamine investigations. In 2001, this stipulation was lifted, allowing law enforcement agencies to investigate poly-drug trafficking groups.

Drug Situation: Over the past several years, North Carolina has experienced a significant increase in drug trafficking activity. The majority of the increased drug trafficking activity is due to the influx of Mexican nationals into the state. According to the most recent Census (2000), North Carolina is the 11 th most populated state and has the ninth fastest growing population in the nation. One of the factors fueling the population growth is the high rate of Hispanic migration to the state. North Carolina led the nation in Hispanic growth from 1990 to 2000, with a growth rate of 394%. The Hispanic growth rate was anchored by a 655% increase in the Mexican population. The Mexican population had traditionally been a migrant population that worked in the agriculture-based industries of North Carolina, but now is a permanent segment of the population, capitalizing on the many job opportunities available in the state. While the majority of immigrants are not involved in drug trafficking, their presence allows traffickers from Mexico to hide within the Mexican communities. The Mexican drug traffickers most commonly transport and distribute cocaine, marijuana, and methamphetamine.

Cocaine: North Carolina is a destination state for cocaine, as well as a staging and transshipment point to the more northern states along the Eastern Seaboard and in the mid-west, including Virginia, West Virginia, Ohio, Pennsylvania, and New York. Cocaine is readily available and major traffickers take advantage of the state’s interstate highways, which are major transshipment routes for cocaine being transported from source areas to other states. These major source areas are California, Arizona and Texas, with major sources of supply being traffickers based in Mexico. Cocaine is usually shipped in private or rental vehicles. Cocaine loads transported into North Carolina by Mexican organizations are used to supply crack distribution networks that further present an enormous social threat to North Carolina’s inner city communities.

Heroin: Heroin use and availability is extremely low in North Carolina. Many areas of the state, such as Greenville, Durham and Rocky Mount, report that heroin abuse has been limited to an increasingly smaller population of older abusers.

Methamphetamine: Methamphetamine cases have been on the rise in urbanized parts of North Carolina, such as Raleigh, Charlotte, Greensboro and Asheville; however, rural communities in many counties of the western part of the state have experienced a surge in methamphetamine trafficking. Primary sources are located in West Coast states, principally California and Arizona, but a significant supply also comes from Mexican traffickers based in northern Georgia, e.g. Gainesville and Dalton. Mexican traffickers from these states have been identified as the clandestine manufacturers and sources of supply for methamphetamine in multi-pound quantities. In 2003, the Asheville Post of Duty targeted a large Gainesville-based Mexican methamphetamine trafficking group distributing over 40 pounds monthly to habitual users in western North Carolina. Smaller methamphetamine laboratories are a significant threat in the western portion of the state. Although on average they produce only gram to ounce quantities of methamphetamine,

they were doubling in number over recent years until they stabilized by December 2005. They contribute to crime and social problems in rural counties, and create a considerable resource drain on state and local governments. DEA has joined in an aggressive campaign against meth lab “cooks.” DEA is also actively advising local retail stores about federal laws which govern the sale of listed items, such as psuedoephedrine, iodine, and anhydrous ammonia. The sale of any of these items to someone who is known to or suspected of manufacturing methamphetamine is subject to arrest.

Club Drugs: The Club Drugs that are most popular in North Carolina are MDMA, GHB and LSD. The use of Dangerous Drugs has increased in popularity across the state and is especially popular with college and high-school aged people. With more than 50 four-year colleges and universities in North Carolina, there is a large potential market for club drugs. Ecstasy (MDMA) is also a problem, although not posing near the equivalent threat to most North Carolina communities as does cocaine, methamphetamine and marijuana. Domestic intelligence gleaned from local and state agencies in North Carolina indicate that Ecstasy use is on the rise, arriving from trafficking networks in North Carolina, Florida and California. Most prominently distributed in larger cities and along the coastal communities, such as beach cities attracting tourist populations, authorities are targeting ecstasy distributors and their out-of-state sources of supply. The Charlotte DO is targeting the rise of local Asian gangs trafficking MDMA and conducting money laundering for other trafficking groups. The majority of users of the drug are in the 15 to 25 year old category caught up in the “Rave” subculture. Law enforcement agencies have identified individuals with ties to the Pacific Northwest or West Coast regions of the country distributing bulk quantities of LSD.

Marijuana: Marijuana is one of the most prevalent drugs in North Carolina and its availability is increasing. One cause is the recent rise in the availability of Mexican marijuana due to an influx of Mexican trafficking organizations executing smuggling operations into the state directly from Mexico via containerized cargo transported on tractor-trailer trucks, particularly in the central portion (Piedmont) of the state. In addition, marijuana is being smuggled in ever-larger amounts via campers, pickup trucks, and larger vehicles. Over the past five years, Domestic Cannabis Eradication Suppression Program authorities had seized domestically-grown marijuana in increasing quantities; specifically, in 2000 a total of 40,464 marijuana plants were seized, by 2001 the figure rose to 89,900 plants, and in 2002 there were 112,017 plants. There were no figures available for 2003 and in 2004, only 35,965 marijuana plants were seized. In 2005 there were 60,701 plants seized. The fluctuation of plants seized was impacted by the number of National Guard assets available due to multiple deployments from 2003 to the present.

Other Drugs: Regarding illegal pharmaceuticals, while not a prominent class of drugs for abuse like cocaine or marijuana, the illegal distribution and abuse of prescription narcotics is widespread and increasing throughout North Carolina. Abusers tend to “doctor shop” for pain medication, or as in one case, learn of a clinic or pharmacy freely distributing narcotics on demand without a prescription. Such is the case of Medi-fare Pharmacy and the adjoining Grover Medical Clinic in Grover, NC. Before being shut down, Medi-fare was the number one dispenser of methadone in the country and the number four dispenser of OxyContin. Together, Medi-fare and the Grover Medical Clinic supplied abusers in North Carolina, South Carolina, Georgia, Tennessee, Ohio, Missouri, Oklahoma, Louisiana, Michigan and Virginia with tens of thousands of dosage units monthly.

Pharmaceutical Diversion: Current investigations indicate that diversion of OxyContin® and hydrocodone products continues to be a problem in North Carolina. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), forged prescriptions, employee theft, and the Internet. Benzodiazepines were also identified as being among the most commonly abused and diverted pharmaceuticals in North Carolina.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been six MET deployments in the State of North Carolina since the inception of the program: Monroe, Kinston, Durham, Lumberton, Rocky Mount, and Durham.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This Program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been two RET deployments in the State of North Carolina since the inception of the program: Asheville and Charlotte.

Other Enforcement Operations: The OCDETF programs in the Eastern, Middle, and Western Federal Judicial Districts of North Carolina are very strong. The Western District ranks number one in prosecutions in the Southeast OCDETF Region.

Sources

Drug Situation: New York City has long been home to numerous drug trafficking organizations. The city’s large, diverse, multi-class population creates a demand that these organizations are more than willing to serve. New York City also acts as the source for organizations that smuggle drugs to other East Coast destinations and to Canada and Europe. Due to successful drug initiatives and enforcement operations undertaken in the New York metropolitan area, many drug traffickers are moving their illegal operations to the upstate region to earn greater profits, elude law enforcement, and avoid competition from rival drug groups.

Cocaine: Colombian and Mexican drug trafficking organizations are the primary transporters and distributors of wholesale amounts of cocaine in New York; however, Mexican nationals have replaced Colombians as the main source of supply for multi-kilogram quantities of cocaine in New York City. These traffickers smuggle multi-hundred kilogram shipments of cocaine to New York via tractor-trailers and containerized cargo and then distribute the cocaine in smaller amounts through many networks in the metropolitan area. New York City based cocaine distribution organizations also serve as the source of supply to organizations operating throughout the eastern United States. Most of the cocaine entering New York is transported in vehicles and tractor-trailers from large distributions centers in border areas (Arizona, California, Florida, and Texas). Cocaine is also a significant problem in Albany and western New York State. Most cocaine distributors in the Albany area have connections to sources in New York City, but some Albany distributors have direct links with organizations in Florida and Puerto Rico.

Crack cocaine is readily available in economically depressed areas in all major New York cities, along with some suburban and semi-rural areas, and is occasionally a source of violence in upstate cities. Such violence usually occurs when new dealers challenge more established dealers over territory. Crack cocaine is typically transported in the form of powdered cocaine and converted into crack by area distributors. However, recent seizures of multi-ounce and kilogram quantities of crack cocaine in New York indicate a change in this dynamic.

Heroin: Heroin is readily available from Colombian and Dominican organizations operating in the New York metropolitan area. Most of the heroin available is of South American origin and Colombia-based traffickers bring some of the purest heroin in the world to the streets of New York, utilizing the same distribution methods and money-laundering techniques they perfected in capturing the cocaine market. In some cases, the same organizations are distributing both cocaine and heroin. Much of the Colombian heroin is smuggled into New York by couriers and ingesters arriving at JFK Airport, on direct flights from Colombia, or after stopovers in Central or South America, or the Caribbean. Colombian heroin trafficking organizations have also developed increasingly sophisticated smuggling methods, including use of cargo shipments, soaking heroin into clothing, and chemically impregnating heroin into plastic, which is then molded into common shapes. The heroin is subsequently recovered using chemical extraction processes. Colombian heroin is also smuggled to New York via Mexico and then by vehicle from the southwest United States, similar to the cocaine route. The heroin trafficking and abuse problem is increasing in upstate New York. Dealers in upstate regions often buy heroin in New York City and then return to their home areas via auto, bus, or train. Currently, some of the high-purity products are finding their way directly to users who are often unaccustomed to the strength.

Methamphetamine: While methamphetamine trafficking and abuse in New York State is a less serious problem when compared to heroin, cocaine, crack, and MDMA, there are indicators that the problem is increasing. New York has a somewhat bifurcated methamphetamine market. In the New York City area, the market is primarily for crystal methamphetamine sourced from the West Coast of the United States. Use is not widespread, although it is increasing among some subculture groups, especially gay males. The upstate market is primarily methamphetamine powder supplied by local clandestine labs, which are becoming more common. Seizures of low yield, small methamphetamine labs have been increasing in rural New York since 2000, from two seizures in 2000, to 73 in 2003 and 53 in 2004.

Club Drugs: New York continues to experience high levels of importation, trafficking, and abuse of MDMA (Ecstasy). Belgium and the Netherlands remain the main locations for manufacturing and exporting MDMA. However, Canada has recently emerged as a significant source country for MDMA production. MDMA is smuggled into the U.S. via body carriers, overnight mail and air/sea cargo. Israeli drug traffickers initially dominated the MDMA trade. Due to the large profits to be made from MDMA trafficking, other criminal groups are now importing and distributing significant quantities of MDMA. These include, but are not limited to: Dominican traffickers, Russian traffickers, Mexican traffickers, Colombian traffickers, Asian traffickers, and traditional organized crime groups. Additionally, MDMA is distributed by poly-drug trafficking organizations and has become a mainstay in poly-drug trafficking in New York. MDMA is destined for retail sale at New York clubs. Almost all MDMA pills are sold with logos, creating brand names for users to seek out. Other club drugs, such as GHB, ketamine and steroids, while available, are less prominent problems in New York City.

Marijuana: Most of the marijuana entering the New York City area, and some upstate regions, is of Mexican origin, smuggled primarily by auto/truck transport from the Southwestern United States. The use of containerized cargo and mail/parcel delivery services, such as Federal Express and United Parcel Service, have also been noted. Law enforcement agencies report a continued increase in the shipment of marijuana from Jamaica, transported and distributed by Jamaican trafficking organizations, as well as an increase in the shipment of marijuana from Canada. Canada is a source for a significant quantity of primarily indoor grown marijuana entering New York State.

DEA Response: DEA’s New York Field Division works closely with federal, state, and local law enforcement agencies to dismantle major drug trafficking organizations importing and/or trafficking drugs in New York State. In July 2004, DEA/New York participated in a nationwide crackdown on Internet merchants of designer drugs, entitled “Operation Web Tryp.” The three defendants that were arrested pursuant to the Southern District of New York’s criminal complaint operated an Internet website where they distributed designer drugs under the guise of “research chemicals.” If convicted, each faces a maximum of 20 years imprisonment.

In September 2004, indictments in the year long OCDETF investigation “Operation Lame Horse” were announced. The defendants are charged with the importation and distribution of a List I chemical, ephedrine, which is used as a precursor in the manufacturing of methamphetamine, a Schedule II controlled substance. During the course of the investigation more than 200 kilograms of ephedrine were seized. All defendants face a minimum of at least 10 years imprisonment and a maximum of life if convicted. Operation Lame Horse was conducted by DEA/New York; ICE; USPS; the Royal Canadian Mounted Police; the Lackawanna Police Department; and other DEA offices.

In October 2004, an investigation conducted by the New York Drug Enforcement Task Force–an inter-agency task force comprised of DEA/New York, the New York City Police Department, and the New York State Police–and with the assistance of the Department of Homeland Security resulted in a settlement agreement with Colombian airline Aerovias Nacionales de Colombia S.A. Avianca (Avianca). The investigation and settlement agreement regarded repeated seizures of cocaine and heroin from Avianca aircraft at John F. Kennedy International Airport. Since September 1999, law enforcement officials have made approximately 30 seizures of narcotics at JFK from Avianca aircraft. Nineteen of the seizures, totaling more than 75 kilograms of cocaine and heroin, occurred after the tightening of international security procedures as a result of the September 11, 2001 terrorist attacks. The manner in which the drugs were smuggled indicated that some Avianca employees may have been involved in the transportation. Many of the seizures involved improperly manifested luggage or luggage that was not manifested at all and were placed aboard Avianca flights without going through appropriate security checks. In agreeing to the settlement, the airline does not admit liability but must take steps to improve security procedures. In addition, an outside company, selected by the Government, will monitor Avianca’s security screening methods.

In January 2005, DEA/New York and the United States Attorney’s Office for the Eastern District of New York announced the unsealing of an indictment against eight high-ranking leaders of the Wa State Army (UWSA)–a 16,000 member organization that controls a heroin producing region in eastern Myanmar (Burma). The indictment was the result of a long-term investigation code-named “Operation Warlord,” involving DEA/New York and several branches of the Royal Thai Police. The UWSA is one of the largest heroin producing and trafficking organizations in the world and produced more than 180 metric tons of opium in 2004, and transported more than a ton of heroin (street value of $1 billion) into New York and the United States. Additionally, approximately 12,000 methamphetamine tablets labeled with the UWSA logo have been seized from mail facilities located within the United States as a result of the investigation. According to the indictment, the defendants have engaged in the collection, transportation, and taxing of opium in the areas under their control; the manufacture and distribution of heroin and methamphetamine in the United States; and money laundering. If convicted, the defendants face from 10 years to life imprisonment and $4 million fine.

Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products such as Vicodin® continues to be a problem in New York. Primary methods of diversion being reported are forged prescriptions, illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), and employee theft. Oxycodone products (such as OxyContin®), methadone, benzodiazepines (such as alprazolam and diazepam), and fentanyl were also identified as being among the most commonly abused and diverted pharmaceuticals in New York.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been 23 MET deployments in the State of New York since the inception of the program: Niagara Falls, Southampton, Albany, Schenectady, Troy, Amsterdam, Utica, Monticello, Watertown, Poughkeepsie, Newburgh, Mt. Vernon (2), Liberty, Hempstead, Spring Valley, Fallsburg, Geneva, Kingston (2), Middletown, Yonkers, and Jefferson County. In March 2005, the METs prioritized investigations to target and dismantle methamphetamine trafficking organizations and clandestine laboratory operators. The following MET deployment targeted methamphetamine trafficking organizations: Jefferson County.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in the state of New York.

Special Topics: New York City is one of the world’s financial capitals, presenting numerous options for the movement and laundering of drug proceeds. Private banking facilities, offshore banking, wire systems, shell corporations, and trade financing have been used to mask illegal activity. Money has also been laundered through currency exchange houses, stock brokerage houses, casinos, automobile dealerships, insurance companies, precious metal and gem dealers, and trading companies. Most recently, cyberlaundering and the emergence of e-cash provide an extremely expeditious means of moving large amounts of money. Additionally, numerous large scale money transportation and/or money laundering organizations are active in New York, servicing national and international drug organizations. These transportation/laundering organizations routinely conduct multi-hundred thousand dollar “pick ups” of drug cash from trafficking groups. The black market peso exchange and the “hawala” alternate remittance system are also used to move drug proceeds. Despite the extensive financial systems available in New York, many trafficking organizations opt to physically smuggle bulk cash out of the area and/or out of the United States.

Drug Situation: New Mexcio falls within the El Paso Division area of responsibility. The El Paso Division covers 54 counties in western Texas and New Mexico, comprising 778 miles (approximately 40 percent of the United States/Mexico Border. The El Paso Division has 45 agents in New Mexico, covering an area that includes three Ports-of-Entry (POE) and six checkpoints. The border area between New Mexico and Mexico is sparsely populated and has limited natural or man made barriers to illegal crossing. This, coupled with an extensive road network that traverses the state in all directions, makes New Mexico a haven for the transshipment of illegal drugs from Mexico to destination points throughout the United States. New Mexico’s proximity to the El Paso/Juarez area is an additional vulnerability to illegal drugs smuggled through the major POEs. Additional threats to the region are the shipments of controlled substances via commercial vehicles, including aircraft, buses, and by Amtrak rail. New Mexico is also considered a hub for significant amounts of drug proceeds being laundered through small businesses.

Most of the New Mexico/Mexico international border (approximately 180 miles) is open desert and is generally uninhabited with numerous roads, trails, footpaths, and ranches allowing smugglers easy entry into the U.S. and access to major highways which traverse the country. New Mexico encompasses over 50,000 square miles of land and is one of the largest states geographically, yet it is very sparsely populated. Three interstate highways dissect the state: I-10 and I-40 provide east/west access along the southwest border from California to the East Coast. I-25 provides north/south access from Las Cruces, New Mexico to Colorado and Wyoming. The largest drug threat in New Mexico is the transshipment of drugs and drug proceeds, by Mexican Drug Trafficking Organizations (MDTOs). MDTOs have also established local poly-drug distribution organizations that are capable of distributing multiple kilogram quantities locally and regionally.

Another factor significantly impacting New Mexico is the strain drug trafficking and immigration cases puts on the federal judicial and corrections system. The U.S. District Court in New Mexico has the highest case load per judgeship in the nation and has the fourth busiest court overall in the United States. The overwhelming percentages of the caseload confronting the U.S. District Court in New Mexico are immigration and drug cases. In addition to an overloaded court system, the state of New Mexico is critically short on jail space. Current enhanced enforcement operations by the Department of Homeland Security in Arizona will most likely force drug traffickers and alien smugglers to shift their smuggling efforts from Arizona to New Mexico. This, in turn, will have a serious impact on enforcement operations and judicial proceedings in New Mexico. While additional enhancements for Border Patrol agents in southern New Mexico has somewhat mitigated the increased use of southern New Mexico as a viable route for alien smuggling, there has been a marked increase in the number of drug seizures and apprehensions of illegal aliens. The marked increase in drug seizures and alien apprehensions severely impacts enforcement operations and judicial proceedings in New Mexico.

Cocaine: The El Paso/Juarez corridor serves as a transshipment point for cocaine to various locations in the United States. Seized loads range from 50-800 pounds. Cocaine is transported through New Mexico by MDTOs at an increasing rate. Multiple kilogram quantities are routinely seized from commercial trucks, public transportation and private vehicles. The most common seizures are privately owned vehicles interdicted with ten to fifty kilograms of cocaine concealed in their vehicle. Cocaine interdicted in New Mexico is typically destined for Denver, Oklahoma City, Kansas City, and Chicago. Recent cocaine interdictions indicate a possible shift to other destination cites in the Midwest and East Coast. Cocaine is also readily available for distribution throughout New Mexico in gram to ounce quantities for local consumption. Local law enforcement authorities consistently rank cocaine and crack cocaine distribution and use as one of the most prominent drug problems.

Crack Cocaine: There is ample availability of crack cocaine throughout New Mexico. In smaller municipalities, such as Hobbs and Silver City, crack cocaine use and distribution is at a level that is considered dangerous to the quality of life. The majority of the crack available comes from cocaine HCl supplied by MDTOs to local crack distributors who then convert the powder cocaine into crack. Ethnic gangs are the primary distributors of crack cocaine in urban areas posing a threat to school children. Street level distributors can be found in all social and economic layers of the community. Of special concern is the high level of violence associated with crack cocaine traffickers.

Heroin: Mexican black tar and brown heroin are routinely seized at the POEs in New Mexico. Black tar heroin has long been available in this region from sources in the Mexican states of Sinaloa, Michoacan, and Nayarit. Heroin is most commonly smuggled in secret compartments in private vehicles and concealed on persons. In Albuquerque, Mexican black tar heroin is the most readily available and widely abused. The heroin is usually carried across the border by couriers. Northern New Mexico has a high availability of Mexican black tar heroin and is a major problem for local law enforcement agencies. Heroin availability has shown a steady increase over the past five years as evidenced by the increase in kilogram seizures and a steady decrease in price. An area north of Santa Fe known as the Espanola Valley is consistently rated by the U.S. Department of Health and other statistical reporting agencies as having the highest per capita heroin overdose death rate in United States. Local enforcement efforts have resulted in numerous arrests, however MDTOs routinely rotate their cell managers and other persons frequently making long-term enforcement operations difficult to pursue.

Methamphetamine: Methamphetamine poses a multi-pronged threat in this region. It is available in multi-kilogram quantities. While clandestine lab seizures in New Mexico have dropped precipitously over the last year (- 200% according to statistics obtained from the Clandestine Laboratory Seizure System), referral seizures involving Mexican produced methamphetamine have risen dramatically at Border Patrol Checkpoints and highway interdiction stops. The majority of methamphetamine seized originates in Mexico, but arrives in New Mexico from distributors in Los Angeles, CA and Phoenix, AZ operating as part of larger Mexican poly-drug trafficking organizations. Methamphetamine investigations are especially prevalent in the area known as the Four Corners region where the states of Arizona, Colorado, New Mexico, and Utah meet to form a common border and along the eastern New Mexico/Texas border. Popular in the area are small, clandestine laboratories set up in remote, rural locations.

Club Drugs and Hallucinogens: MDMA (ecstasy), Ketamine, LSD, and GHB are available in New Mexico, primarily in Albuquerque and Santa Fe. Rave parties are held routinely in the area, often in remote locations on U.S. Forest Service lands. Attempts to infiltrate these parties have been moderately successful, resulting in several arrests of low level dealers. Interdiction seizures account for the bulk of club drugs and hallucinogens seized. The majority of these seizures originate in the Los Angeles and Phoenix areas.

Prescription Drugs: The diversion of prescription drugs continues to be a significant enforcement issue. Illegal or improper prescription practices are the primary source for illegally obtained prescription drugs, primarily in the oxycodone/hydrocodone families. Interdiction efforts also indicate that prescription drug smuggling from Mexico, where these drugs can be sold over the counter, contributes to the illegal distribution of prescription medications. Compounding this issue is the state’s severe shortage of qualified medical personnel forcing state authorities to grant prescriptive authority to practitioners not licensed in other states. New Mexico has recently become one of the few states to grant prescribing authority to psychologists who have no medical or pharmaceutical training.

Marijuana: Marijuana is the most frequently controlled substance that is seized in the New Mexico area and are generally destined for distribution in eastern markets. Marijuana loads seized from private vehicles and semi-tractor-trailers range from 500 to 8,000 pounds. Multi-pound and multi-ton marijuana seizures occur at all transportation terminals, U.S. Customs and Border Protection checkpoints, and local courier service locations. Marijuana smuggled from Mexico is available from a multitude of sources in New Mexico and western Texas and is the most prevalent drug in New Mexico. New Mexico’s vast National Forest land makes the domestic cultivation of marijuana an enforcement issue as well.

Other Dangerous Drugs: Several drugs in this category are available because of El Paso’s close proximity to Juarez, Mexico, where purchases can be made over-the-counter from unscrupulous pharmacists. Ecstasy, Rohypnol, and other pharmaceuticals are being used at rave parties. The use of these types of drugs has not skyrocketed, as in other metropolitan areas in the United States.

Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products continues to be a problem in New Mexico. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), forged prescriptions, and in-transit theft. Oxycodone products (such as OxyContin®), Lortab®/Lorcet®, and Vicodin® were also identified as being among the most commonly abused and diverted pharmaceuticals in New Mexico.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been ten MET deployments in the State of New Mexico since the inception of the program: in Clayton, Albuquerque, Portales, Las Vegas, Deming, Espanola, Clovis, Hobbs, Silver City, and Roswell. In March 2005, the METs prioritized investigations to target and dismantle methamphetamine trafficking organizations and clandestine laboratory operators. The following MET deployment targeted methamphetamine trafficking organizations: Silver City.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in the state of New Mexico.

Drug Proceeds: The transportation route through the western Texas and New Mexico areas facilitates drugs coming into the U.S. and money being sent back to Mexico. These drug proceeds are difficult to trace and seize. Money is often laundered through legitimate businesses and money exchange houses. Conducting financial investigations leading to the identification and seizure of assets used to facilitate drug smuggling operations, or acquired as a benefit of such an enterprise, is an effective deterrent. Currency seizures also indicate that New Mexico is being utilized to return drug proceeds to Mexico and to the wholesale distributors in Arizona and California. Two areas of concern for money laundering activities in the state are that:

  • Approximately 14 Native American owned and operated casinos that handle billions of dollars in cash that are almost completely unregulated by state and Federal authorities.
  • In Las Cruces, New Mexico, less than 50 miles from the United States/Mexico border, there are over 200 banking facilities, including many that operate from private residences, that are not FDIC insured. Other cities of similar size average 5-10 banking facilities.

Special Topics: New Mexico – SB 258 enacts the Lynn Pierson Compassionate Use Act to allow qualified patients to possess an “adequate supply” of marijuana, which they must obtain from a “licensed producer.” This measure was passed by the Senate and is currently being reviewed by the House Agriculture and Water Resources Committee and the House Judiciary Committee.
