Drug Situation: Kansas, passed legislation restricting the sale of products containing pseudoephedrine, commonly used in the manufacture of methamphetamine. Most of the legislation follows the model of the laws passed in Oklahoma, placing such products behind the counter, limiting the amount of purchase, requiring a photo ID at the time of purchase, and mandating that pharmacies keep a log of purchases.
Cocaine: Both cocaine HCl and crack cocaine are readily available in gram, ounce, and kilogram quantities throughout Kansas. Cocaine HCl is generally sold in gram and ounce quantities with the number of ounce level dealers continuing to increase. Crack cocaine is usually sold in plastic bags or aluminum foil packets. The Kansas City DO reports that Hispanic organizations dominate the wholesale distribution of powder cocaine, while the retail crack cocaine market is dominated by African-American distributors.The number of Operation Pipeline traffic stops in Kansas involving cocaine shows that Kansas remains a popular trafficking route for organizations that supply cocaine. Although most of these stops give indications that the cocaine is destined for markets outside the St. Louis Division’s area of responsibility, an unknown percentage would be either directly or ultimately destined for markets within the St. Louis Division’s AOR.
Heroin: Mexican black-tar heroin continues to be sporadically available throughout Kansas, primarily in gram quantities. Mexican organizations deliver heroin to eastern Kansas via Colorado Springs and Denver, Colorado, through Dodge City and/or Wichita and on to the Kansas City area.
Methamphetamine: Locally produced and imported Mexican methamphetamine are both readily available throughout Kansas. Local methamphetamine production laboratories tend to be small and either mobile or hidden in remote farm areas. The enactment of strict laws governing the sales of legitimate products that can be diverted to the manufacture of methamphetamine are having effects on these local laboratories. Imported Mexican methamphetamine can be found in Dodge City, Garden City, Liberal, and Topeka, Kansas. The availabilityof imported Mexican methamphetamine is increasing throughout Kansas. In 2005, there were 353 methamphetamine lab seizures.
Predatory Drugs: MDMA remains available in central and southeast Kansas. Rave attendees, younger adults, and teenagers in the Wichita Metropolitan area are the primary users of predatory drugs. Some of the MDMA is believed to come to the Wichita area through Canada. Law enforcement in western Kansas reports that MDMA is transported to the area from Denver, Colorado and is distributed by college students and/or Asian traffickers. The drug is reported to be readily available to the college-age user.
Marijuana: Marijuana is readily available throughout all parts of Kansas. Mexican marijuana is imported into the United States through southwest border cities such as El Paso, Odessa, Alpine, and McAllen, Texas; Albuquerque, New Mexico; and San Diego, California. The marijuana is then sent via the interstate highway system to Los Angeles, California; Dallas, Texas; Oklahoma City, Oklahoma; and to Kansas City, Kansas, as well as to destinations in Illinois, Pennsylvania, Ohio, Kentucky, Georgia, Missouri, New Jersey, Virginia, and New York. The shipments are often made via automobiles in 300 pound increments, but traffickers also use horse trailers, rental trucks, tractor-trailers, and motor homes for transportation of larger quantities.
Other Drugs: The Kansas Police Department reports an increase in the availability of PCP in their areas of responsibility. Law enforcement and treatment officials in eastern Kansas, report the availability and level of LSD abuse remains stable.Law enforcement in western Kansas report limited availability of LSD.
Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products such as Vicodin®, and oxycodone products such as OxyContin® continues to be a problem in Kansas. Primary methods of diversion being reported are forged prescriptions, employee theft, pharmacy theft, illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), and the Internet. Alprazolam, methadone, codeine, Adderall®, and Ritalin® were also identified as being among the most commonly abused and diverted pharmaceuticals in Kansas.
DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, a total of 436 deployments have been completed nationwide, resulting in 18,318 arrests. There have been two MET deployments in the state of Kansas since the inception of the program in Topeka and Manhattan.
DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in the state of Kansas.
Special Topics: Interstates 70 and 35 cross Kansas and serve as major smuggling routes for drug trafficking organizations. During 2004, highway interdictions in Kansas led to seizures including approximately 475 kilograms of cocaine, 1.5 kilograms of heroin, 12,000 pounds of marijuana, 128 marijuana plants, 43 pounds of methamphetamine HCl, 12.5 pounds of crystal methamphetamine, 75,000 dosage units of MDMA (ecstasy), a small amount of psilocybin mushrooms, and approximately $3.9 million dollars.
