Drug Situation: Mexican poly-drug trafficking organizations dominate the distribution of methamphetamine, cocaine, marijuana in Wyoming. Local traffickers are supplied by distributors in Colorado, the southwest border states, and Mexico. In recent years, methamphetamine has emerged as the illicit drug of choice in Wyoming. Club drugs, such as MDMA, have also grown in popularity. Marijuana is widely abused throughout the state. Cocaine is available to users, but is less popular than methamphetamine. Demand for heroin in Wyoming is not particularly high.

Cocaine: Wyoming cocaine prices have remained stable, but demand for the drug has declined in recent years. Ounce quantities of cocaine are available in and around Cheyenne and Laramie. Crack can be found in the state but not in significant quantities.

Heroin: While it does not present a significant law enforcement problem in Wyoming, Mexican heroin is available. Most heroin found in Wyoming comes from sources in Utah.
Methamphetamine: Methamphetamine is the most serious drug threat in Wyoming. In recent years, methamphetamine arrests have exceeded arrests for all other drugs, however, clandestine methamphetamine laboratory seizures have begun to decline. Methamphetamine abuse is of great concern to Wyoming law enforcement due to its correlation with violent crime, domestic violence, and child abuse.

Club Drugs: Club drugs such as GHB and MDMA can be found in Wyoming, and most come from sources of supply in Colorado. Although not as popular, LSD and psilocybin mushrooms are popular “recreational drugs” on college campuses.

Marijuana: Marijuana is widely abused in Wyoming. Most of the marijuana encountered is of Mexican origin, although higher potency marijuana from British Columbia, Canada, can be found as well. Additionally, marijuana is grown in remote outdoor areas of the state and in smaller indoor grows.

Pharmaceutical Diversion: Valium® (a benzodiazepine) and semi-synthetic narcotic painkillers (such as Vicodin®, Dilaudid®, and Percocet®/Percodan®) have been identified as being among the most commonly abused and diverted pharmaceuticals in Wyoming. Common methods of diversion are illegal sale and distribution by health care professionals and workers, and “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical).

Other Drugs: The diversion of prescription controlled substances of concern in Wyoming. The most commonly abused are depressants, such as Valium® (diazepam), and semi-synthetic narcotic painkillers, such as Vicodin® (hydrocodone), Dilaudid® (hydromorphone), and Percocet® and Percodan® (oxycodone).

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. Since the inception of the program, there has been one MET deployment in the State of Wyoming, in Park County.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in the state of Wyoming.

Drug Situation: The drug threat in Wisconsin varies by area. Of concern in eastern and central Wisconsin are the availability, distribution, and abuse of powder and crack cocaine; the increasing availability of high purity heroin; and the number of new users, particularly in the Milwaukee area. Marijuana remains the most readily available and most widely abused drug throughout Wisconsin. Methamphetamine production and use are expanding from the neighboring states of Iowa and Minnesota into northwestern and southwestern Wisconsin. Three types of organizations are responsible for most of the transportation and wholesale distribution of drugs in Wisconsin: Mexican drug trafficking organizations that transport cocaine, marijuana, and methamphetamine; Nigerian criminal groups that distribute Southeast Asian heroin; and Dominican criminal groups that distribute cocaine and South American heroin. African American and Hispanic street gangs, particularly organized street gangs such as the Gangster Disciples, Vice Lords, and Latin Kings, dominate the street-level distribution of most drugs, particularly crack cocaine.

Cocaine: Both cocaine and crack are widely available in Wisconsin. Cocaine is transported into the state by Mexican drug trafficking organizations. These organizations transport large shipments of cocaine from the southwest border either through Chicago or to Milwaukee directly, concealed within shipments of legitimate goods in tractor-trailers. These Mexican organizations also are the primary wholesale distributors of cocaine and supply African American and Hispanic street gangs that control the retail distribution of crack throughout the state. DEA Milwaukee and DEA Madison report that cocaine is readily available in multi-kilogram quantities. DEA Green Bay reports that cocaine is readily available in multi-ounce to kilogram quantities.

Heroin: The Milwaukee County Medical Examiner’s Office records show that heroin abuse has stabilized in Wisconsin over the past two years. Most heroin use is concentrated in the Milwaukee and Racine areas. Rising levels of purity, some measured as high as 95 percent, give users the option of snorting the drug rather than injecting, an option that may appeal to younger users. DEA Milwaukee reports that Southeast Asian heroin, trafficked by Nigerian criminal groups, is the predominant type available. A recent DEA Milwaukee investigation resulted in the seizure of 2.3 kilograms of Southwest Asian heroin, the largest seizure of heroin in Wisconsin history. The seizure resulted in the arrest of multiple Nigerian defendants. The office further reports that Southwest Asian heroin has not been encountered in the Milwaukee area. South American heroin is distributed by Dominican traffickers. The availability of brown heroin remains low, and black tar heroin is rare in Milwaukee.

Methamphetamine: Methamphetamine production and abuse are expanding from Minnesota and Iowa into rural counties in western Wisconsin. To a lesser extent, some methamphetamine is imported into the state by Mexican sources from the southwest border. DEA Milwaukee has not observed a significant increase in distribution or use of methamphetamine. DEA Green Bay reports that there is limited availability of methamphetamine in its area, as most is produced locally by small clandestine laboratories. However, a recent seizure of 37 pounds of methamphetamine was made from out of state individuals who were attempting to create a market in the Green Bay area. DEA Madison reports that methamphetamine is readily available in ounce quantities in northwestern Wisconsin, supplied by sources from Minneapolis.

Club Drugs: “Club drugs” and “designer drugs” are general terms for synthetic chemical drugs that have become popular with teenagers and young adults. These drugs include MDMA (ecstasy), Ketamine, GHB, GBL, and LSD. According to a recent drug price survey in Wisconsin, most of the law enforcement agencies that responded indicated that club drugs were available in their jurisdictions, albeit at low levels. The DEA has reported encounters with Ketamine in Milwaukee and Madison, and with GHB in Green Bay, Wisconsin.

Marijuana: Marijuana remains the most readily available and most widely used drug in Wisconsin. Milwaukee and Madison are both major destinations for Mexico-produced marijuana and transshipment points to other areas in the state. This is augmented by local cultivation. Sixty percent of prison inmates test positive for marijuana when entering correctional institutions. Wisconsin authorities further report that one-fourth of all marijuana users also use other drugs. DEA Milwaukee, Madison, and Green Bay report that marijuana is readily available in multi-kilogram quantities.

Other Drugs: The use of diverted controlled substances in Wisconsin continues to be a problem. The most commonly diverted controlled substances from the licit market are Ritalin®, Vicodin®, hydrocodone, and other hydrocodone products, OxyContin®, and other oxycodone products, and the benzodiazepines.

Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products (such as Vicodin®), and OxyContin® continues to be a problem in Wisconsin. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), forged prescriptions, and the Internet. Benzodiazepines, Dilaudid®, methadone, and Percocet® were also identified as being among the most commonly abused and diverted pharmaceuticals in Wisconsin.

Special Topics: The Chicago Field Division is committed to fostering cooperative efforts among federal, state, and local law enforcement agencies within Wisconsin. There are 15 Task Force Officers, representing eight law enforcement agencies, assigned to the DEA in Wisconsin. In 1998, a special heroin task force was formed by the DEA to combat high purity heroin that had recently appeared in the Milwaukee, Racine, and Kenosha areas. The task force is comprised of representatives from DEA, the Division of Narcotics Enforcement (DNE), the Milwaukee Police Department, and the Milwaukee County Sheriff’s Department and is funded through a High Intensity Drug Trafficking Area (HIDTA) grant.

Drug Situation: Largely rural, West Virginia’s most pronounced drug problems involve the abuse and clandestine manufacture of methamphetamine, marijuana consumption and cultivation, and pharmaceutical drug diversion and abuse. Cocaine, crack, and MDMA are available in most areas of the state. Drug distributors in West Virginia are uniquely placed to take advantage of sources of supply from both nearby eastern cities like Baltimore, Pittsburgh, and West Virginia, DC, as well as large mid-western cities such as Columbus, Ohio and Detroit, Michigan.

Cocaine: Cocaine hydrochloride and crack cocaine are widely available in most West Virginia cities. Crack cocaine abuse generally remains confined to low and low-middle income individuals, but crosses all ethnic lines. There is some violence associated with the crack trade in the state. Cocaine availability is limited to large-retail or small-wholesale quantities. Source areas for cocaine are more varied than for other drugs consumed in the state and are largely based on the trafficker’s location within West Virginia.

Heroin: Both the demand for and the availability of heroin are very limited throughout West Virginia. Small enclaves of long-term heroin addicts exist, who rely on one another to procure supplies of heroin from secondary source cities such as Philadelphia and Baltimore. The heroin sold in West Virginia typically retains the street/brand name and packaging of the Philadelphia or Baltimore-area supplier.

Methamphetamine: Clandestine methamphetamine laboratory activity in West Virginia has increased threefold in the past several years. Previously, methamphetamine manufacture appeared to be centered in the Panhandle region of the state, but has expanded to include other areas of northern West Virginia as well as some clandestine laboratory sites in the southeastern portion of the state bordering Kentucky and Virginia. In addition, methamphetamine distributors in West Virginia often share Mexican sources of supply with distributors in Virginia’s Shenandoah Valley region.

Club Drugs: There is increased demand for MDMA throughout West Virginia, but abuse remains fairly concentrated near Morgantown, the location of West Virginia University. Demand for MDMA in college towns is sufficient to ensure that thousands of the pills reach West Virginia every month. Because of West Virginia’s remote terrain, the area is purported to host numerous private “rave” parties but attendance at large-scale, publicized raves has been disappointing to promoters.

Marijuana: Both imported and domestic, locally-cultivated marijuana pose a serious drug threat in West Virginia. Although the state ranks 37th in population in the U.S., West Virginia consistently ranks in the top ten states for marijuana eradication. West Virginia commonly serves as a source area for domestic marijuana. The Appalachia HIDTA was established initially to combat marijuana cultivation in the tri-state area – Ohio, Kentucky, and West Virginia – although that mission has expanded.

Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products and diazepam continues to be a problem in West Virginia. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), employee theft, forged prescriptions, and the Internet. OxyContin®, benzodiazepines, and Lortab® were also identified as being among the most commonly abused and diverted pharmaceuticals in West Virginia.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. Since the inception of the program, there has been one MET deployment in the State of West Virginia, in Charles Town.

DEA Regional Enforcement Teams: This program was esigned to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This Program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in the State of West Virginia.

Other Enforcement Initiatives: The Appalachia HIDTA provides support to enforcement initiatives in the southern region of the state.

Special Topics: The West Virginia/Baltimore HIDTA (High Intensity Drug Trafficking Area) supports and assists in the funding of a multi-agency enforcement task force and an Intelligence group in West Virginia, DC. In addition, the West Virginia, DC Metropolitan Police Department has its own Major Narcotics Branch and other drug and violent crime-related enforcement operations in place.

Sources

Drug Situation: Sharing a border with Canada, Washington is a transshipment point for drugs and monies entering Canada, as well as a Canadian pseudoephedrine, Canadian marijuana (BC Bud), and other drugs entering the United States. Washington has severe clandestine methamphetamine laboratory problems. Mexican National poly-drug organizations dominate the drug trade and many have added MDMA as a drug they can now supply. The greater Yakima Valley is home to large scale poly-drug trafficking organizations responsible for the distribution of drugs throughout the United States.

Cocaine: Cocaine and crack cocaine are readily available. Crack cocaine is largely limited to inner city areas. Cocaine is consumed in the state, and smuggled into Canada for redistribution, where it commands a higher price than in the United States. According to a recent report issued by the Royal Canadian Mounted Police, up to 24 tons of cocaine enter Canada each year. BC Bud marijuana from British Columbia, Canada is sold or traded in the United States for cocaine to be sold in Canada.

Heroin: Mexican black tar and brown heroin are the primary types of heroin found throughout Washington. Mexican poly-drug trafficking organizations remain the primary source of black tar heroin in Washington. Heroin is smuggled from Mexico to Washington by a variety of methods, including vehicles equipped with concealed compartments.

Methamphetamine: Methamphetamine is one of the most widely abused controlled substances in Washington. Two “varieties” are generally encountered; Mexican methamphetamine, which is either manufactured locally or obtained from sources in Mexico, California, Arizona and other Southwest Border States; and methamphetamine which is produced locally by area violators. Of the two types, Mexican methamphetamine continues to flood the market. Methamphetamine is available in multi-kilogram amounts throughout the state. Canadian pseudoephedrine utilized in the manufacture of methamphetamine is frequently seized at clandestine laboratory sites. Washington State continues to see an influx of crystal “ice” methamphetamine. Land routes used to transport methamphetamine into the Pacific Northwest mirror those used to smuggle in other drugs of abuse.

Club Drugs: MDMA (Ecstasy) is smuggled into the state from elsewhere in the country, Canada, and Europe. Club drugs are growing in popularity across the state and have been targeted in several successful investigations by the DEA. Smuggling methods in bulk quantities have included MDMA shipped in express mail packages, hidden compartments in vehicles, and transported in luggage on international or domestic flights. Mexican National poly-drug traffickers have become more involved in MDMA trade in Washington.

Marijuana: Marijuana is readily available in multi-pound quantities throughout the state. Three types are normally encountered: locally grown (either from indoor or outdoor grow operations), Canadian BC Bud from British Columbia, Mexican marijuana and California grown marijuana. Of these varieties, locally grown sinsemilla and BC Bud are preferred because they have a far superior THC content than Mexican grown marijuana. Canadian BC Bud is the most prevalent variety in many areas given the proximity to the border and the extent of cross border smuggling. BC Bud marijuana is sold or traded in the United States for cocaine to be sold in Canada. The arid and warm mountainous areas of Eastern Washington are being utilized by Mexican National organizations to grow multi-thousand plants of marijuana. The weather conditions of the Pacific Northwest in the first part of 2006 were not conducive to outdoor production of marijuana. Large scale marijuana gardens have been found on National Forest land and Native American Tribal lands.

Other Drugs: The primary method of pharmaceutical drug diversion continues to be forgery and telephone prescriptions by non-registrants. Illegal dispensing and prescribing by practitioners still exists in the state. OxyContin and Hydrocodone is often the target of criminals involved in night-burglaries and armed robberies of pharmacies. Reports of diverted OxyContin and other pharmaceuticals from Mexico and Canada are on the increase in the Washington areas. The most commonly diverted pharmaceuticals in the Pacific Northwest continue to be Hydrocodone products. Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products and OxyContin® continues to be a problem in Washington State. Methadone, Lortab®, and phentermine were also identified as being among the most commonly abused and diverted pharmaceuticals in Washington State.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been 14 MET deployments in the State of Washington since the inception of the program: Puyallup, Everett, Chehalis, Thurston/Yelm, Seattle, Lakewood, Lynnwood, Vancouver, Bremerton, Pierce County, Auburn, Snohomish, White Center, and Seatac. In March 2005, the METs prioritized investigations to target and dismantle methamphetamine trafficking organizations and clandestine laboratory operators. The following three MET deployments targeted methamphetamine trafficking organizations: Auburn, Snohomish County, and Seatac.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There has been one RET deployment in the State of Washington since the inception of the program, in Seattle.

Drug Situation: Historically, the mid-Atlantic region has served as a thoroughfare for drugs, drug-related proceeds, weapons, and other contraband traveling along the east coast of the United States. Virginia cities situated along Interstate-95 are vulnerable to “spillover” drug distribution from traffickers moving between the two major eastern drug importation hubs of New York City and Miami. Cocaine, crack cocaine, and the violence attendant with the trafficking of these drugs are the most significant drug problem in the state, according to most law enforcement sources. However, MDMA abuse and distribution is an already large and still-growing problem, seizures of clandestine methamphetamine laboratories increase every year, and Mexican trafficking organizations are making enormous inroads in the cocaine, methamphetamine, and marijuana distribution markets in nearly every part of the state.

Cocaine: Cocaine in both powder and crack forms is prevalent throughout the state of Virginia, in both wholesale and retail quantities. Considerable levels of violence continue to be associated with the crack cocaine trade in urban areas. Colombian and Dominican drug trafficking organizations in New York City remain the primary sources for most of the cocaine available in Virginia. Nonetheless, many local traffickers are becoming more reliant on Mexican sources of supply in the southwestern U.S., North Carolina, and Georgia.

Heroin: The Richmond and Tidewater areas of Virginia both boast a consistent, long-term heroin abuse population. Pockets of heroin distribution are present in other areas of the state as well, but the problem is less pronounced. In recent years, “experimental” use of heroin by younger drug users was on the rise, but appears to have stabilized. Most of the heroin encountered in Virginia tends to be of higher-than-average purity. In the Norfolk area, heroin is packaged primarily in gelatin capsules, while it is packaged in small, usually colored or marked ziploc baggies in other parts of the state.

Methamphetamine: Although still minimal, localized clandestine manufacture of methamphetamine has increased in Virginia every year for the past several years, with most of the activity centered on the far southwestern corner of the state bordering West Virginia, North Carolina, and Kentucky. The Shenandoah Valley region contains the highest percentage of methamphetamine abusers in the state, and was the first area of the state to receive a huge influx of Mexican immigrants, whose presence encouraged an expansion of existing Mexican drug-trafficking networks. In rave and nightclub venues, both “ice” and methamphetamine have become drugs of choice.

Club Drugs: Of the club drugs widely abused and available within Virginia, MDMA is by far the easiest to obtain and most in demand. Once limited to abuse among teen and young-adult “ravers” from the affluent Washington, DC suburbs, MDMA is now a drug of choice among young adult drug users throughout the state, regardless of socio-economic and ethnic background. GHB and Ketamine are also widely available but unlike MDMA, tend to remain within the nightclub/rave community. Other hallucinogenic and stimulant drugs, such as the piperazines, psilocybin mushrooms, LSD, and PCP are also available, with their abuse tending to exhibit cyclical patterns or be limited to particular venues and/or events.

Marijuana: Marijuana is the most widely abused drug in the state of Virginia. Most of the marijuana available in the state is commercial grade product, imported from the southwestern U.S. Demand for high-grade marijuana, however, is at extremely high levels with source areas ranging from the pacific northwest to the New England states. Outdoor marijuana cultivation flourishes during the spring and summer, and indoor grows are increasingly common. Hydroponic indoor grows have not been encountered.

Special Topics: The Annandale High Intensity Drug Trafficking Area (HIDTA)/MATF is comprised of two DEA task forces. Seven local agencies and the State Police are represented. On the federal level, the FBI provides three Special Agents. Analytical support is provided by Intelligence Analysts assigned to the Washington Field Division’s Intelligence Group 31.

Drug Situation: Marijuana, domestic and imported, is the most widely abused drug in the State of Vermont. High-purity level heroin is available throughout the state. Cocaine is also a significant problem throughout the state, particularly in urban areas. Law enforcement officials report minimal availability of methamphetamine. Vermont’s two interstate highways, I-89 and I-91, terminate at the U.S./Canada border, providing drug traffickers easy access to metropolitan areas in Canada and the United States.

Cocaine: Cocaine is readily available throughout Vermont and is widely abused by illicit drug users. The drug is available in all quantities from fractional ounces to kilogram quantities. Cocaine traffickers in Vermont, most often Caucasians, obtain the drug from source areas in Massachusetts, Connecticut, New Jersey and New York. The cocaine is brought into the state mostly through the use of passenger vehicles; often it is then distributed in bars. Crack cocaine is not widely available in the state, although there is limited availability in the areas of Burlington, Rutland, and Barre. The cost is usually two to three times the cost of cocaine obtained in source areas. Crack is most often distributed by African-American violators who obtain the drug in New York and Massachusetts.

Heroin: There is widespread availability of heroin in the state in street/user level quantities. The purity level in the state is quite high, ranging from 55 to 60 percent. A typical heroin distributor in Vermont is a heroin user who distributes the drug in order to support his/her heroin addiction. Heroin is obtained by individuals who travel to source areas in Massachusetts and New York. The most common method of transport of heroin between Vermont and source areas is the use of automobiles.

Methamphetamine: Methamphetamine is not commonly available in the state; although two clandestine methamphetamine laboratories were seized, one in June 2004 and another in September 2005, prior to the seizure in 2004, the last seizure of a clandestine methamphetamine laboratory in Vermont occurred in 1990.

Club Drugs: MDMA (Ecstasy) is sporadically available in Vermont. Until June 2001, MDMA possession was not a crime under Vermont state statutes. Several thousand tablet seizures of MDMA have been made at the ports of entry in Vermont. The seized MDMA, often from Toronto, Canada or Montreal, Canada was destined to other states in New England. There have not been any reports of widespread availability of other club drugs such as GHB and ketamine. In December 2003, a clandestine MDMA laboratory was seized in Castleton, VT. One clandestine MDMA laboratory was seized in December 2003, located in Castleton, VT. This was the first clandestine laboratory seized in the state since 1990.

Marijuana: Marijuana is readily available in all areas of Vermont, and it is the drug of choice for illicit drug users. Marijuana is brought into Vermont from the southwestern U.S. through the use of automobiles, campers, and tractor-trailers. Another significant source area for marijuana in the state is Canada. Canadian-based drug trafficking organizations smuggle high quality hydroponically grown marijuana from Canada across the U.S./Canada border for distribution in Vermont and in transit to Massachusetts, New York, and other states. The marijuana often is carried in backpacks across remote areas between the ports of entry; tractor-trailers containing marijuana loads also transport the drug across the U.S./Canada border.

In addition to marijuana transported to Vermont, marijuana continues to be grown within the state. In the past, local growers maintained large-scale outdoor cultivation operations. However, the current trend of local marijuana cultivation has changed to small outdoor plots which can be difficult to detect. Indoor grows and hydroponic systems are maintained on a small scale.

Other Drugs: Vicodin, Fentanyl, Oxycodone, Hydrocodone, Methadone, Ritalin, Xanax, and Diazepam are the most commonly diverted pharmaceutical drugs in Vermont. Impaired praticioners are a concern in the state.

Pharmaceutical Diversion: Current investigations indicate that diversion of oxycodone products such as OxyContin® continues to be a problem in Vermont. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), forged prescriptions, employee theft, pharmacy theft, and the Internet. Methadone and Vicodin® were also identified as being among the most commonly abused and diverted pharmaceuticals in Vermont.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been no MET deployments in the State of Vermont.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in the State of Vermont.

Special Topics: U.S./Canada Border: Vermont shares approximately 95 miles of border with Canada. The cross-border terrain is remote with no large cities and few inhabitants providing an ideal situation for cross-border illicit activities. Several large-scale international investigations have stemmed from seizures of hydroponically grown marijuana, MDMA and ephedrine . Following the events of September 11, 2001, border law enforcement activity has increased which has led to an increase in drug and money seizures.

Treatment Centers: The Vermont Office of Alcohol and Drug Abuse Programs (ADAP) provides alcohol and drug treatment services with contracted nonprofit agencies. According to ADAP, the use of hallucinogens (including marijuana) accounted for 17 percent of treatment admissions, opiates (including heroin) 11 percent of treatment admissions and stimulants (including cocaine) for four percent of treatment admissions in Vermont fiscal year 2001 (July 1, 2000 – June 30, 2001). Four persons reportedly were treated for methamphetamine abuse during Vermont fiscal year 2001

Sources

Drug Situation: Mexican poly-drug trafficking organizations dominate all facets of illegal narcotics distribution throughout Utah. Sources of supply for methamphetamine, cocaine, heroin, and marijuana are primarily located in California, the southwest, pacific northwest, and Mexico. Methamphetamine production and abuse are the primary drug threats in Utah.

Cocaine: Cocaine is encountered throughout Utah. Kilogram quantities are available along the Wasatch Range, which stretches from Provo to Ogden and includes approximately 75 percent of the state’s population. Mexican organizations tend to dominate large scale cocaine distribution, although several other groups are capable of distributing kilogram quantities. In recent years, purity levels for cocaine in Utah have remained relatively stable, but prices have risen. Crack cocaine is available in ounce quantities, though it is confined primarily to larger cities.

Heroin: Heroin is a serious problem in Utah. Mexican brown and black tar heroin are available throughout the state with multi-ounce and larger quantities distributed in major cities. Southern California is the source area for multi-ounce and pound quantities of heroin after being smuggled from Mexico. Mexican organizations trafficking in heroin also distribute cocaine and methamphetamine. Higher purity levels of heroin have recently been encountered through undercover purchases and seizures.

Methamphetamine: Methamphetamine is the primary drug threat throughout Utah. Mexican poly-drug trafficking organizations dominate the distribution of methamphetamine, most of which is produced in Mexico and southern California. The methamphetamine supplied by these organizations has increased in purity in recent years.

Over the past four years, there has been a decline in methamphetamine labs in Utah. This is attributed to a number of factors, including strict precursor legislation (that was passed by the Utah Legislature in 2000), community awareness and education campaigns, and aggressive law enforcement efforts. Currently, most labs discovered in Utah are small (as measured by the amount of product made per cook) and rudimentary, compared to super-labs that were the norm several years ago. Despite the dramatic reduction in illegal clandestine labs, methamphetamine remains the drug of choice throughout Utah.

In August 2003, the owner of a Salt Lake City-based business was federally indicted for Conspiracy to Distribute Pseudoephedrine and Ephedrine to be used in the illegal manufacture of methamphetamine. In addition, the owner of another business based in Ogden was sentenced to 97 months imprisonment on 2 counts of Distribution of Pseudoephedrine and Ephedrine to be used in the illegal manufacture of methamphetamine. As a result of the investigation, three local businesses that supplied precursor chemicals and glassware for methamphetamine production have been put out of business.

Club Drugs: MDMA and GHB are a problem along the Wasatch Front. They are available through dance clubs and private parties. Many abusers of LSD and other hallucinogens are now dealing and using MDMA and GHB because of their availability and profitability. MDMA distribution in Utah is controlled by structured organizations with domestic sources of supply in the southwestern United States.

Marijuana: The majority of marijuana encountered in Utah is of Mexican origin. Marijuana is also grown in the remote areas of the state, which are most conducive for growing operations due to the fertile soil. Also, the importation of marijuana from British Columbia, Canada, remains active in Utah.

In July 2003, DEA Metro Narcotics Task Force personnel assisted the United States Forest Service and Salt Lake County Sheriff’s Office (Canyon Patrol) with the seizure of 8,800 marijuana plants from a remote area of Big Cottonwood Canyon. This marijuana seizure was the largest ever in Utah. A sophisticated gravity-flow watering system was utilized in the grow operation. Illegal migrant workers were utilized to tend to the harvest, reflecting an increasing trend of having illegal aliens brought to Utah in order to plant, grow, and cultivate marijuana. By growing the marijuana domestically, trafficking organizations are able to avoid having to smuggle the marijuana across the border. It should also be noted that due to the remote location and rough terrain of the grow site, the Utah Department of Public Safety assisted in the eradication of these plants by utilizing helicopters to fly out thousands of pounds of equipment and marijuana.

Special Topics: The State of Utah participates in the Rocky Mountain HIDTA, which is based in Denver, Colorado. The DEA Metro Narcotics Task Force receives funding from HIDTA. In mid-2001, a HIDTA Investigative Support Center (ISC) was established in Utah and co-located with the DEA Salt Lake City District Office. The ISC supports drug task forces throughout the state.

In February 2003, the DEA Metro Narcotics Task Force began participating in a nationwide, coordinated investigation into the Ismael Zambada-Garcia drug trafficking organization, responsible for smuggling tons of methamphetamine and cocaine into the United States. Information obtained from the nationwide investigation helped agents identify members of the Zambada-Garcia organization operating in Utah. Several of these members acted as drug couriers who traveled to California to pick up large amounts of drugs and brought them back to Utah for distribution. During one such trip, the couriers were stopped and 10 pounds of methamphetamine were seized. In June 2003, DEA Metro learned of another shipment of drugs that was being driven from California to Salt Lake City. Ultimately, the vehicle was stopped and approximately 11 pounds of cocaine were discovered that had been vacuum-sealed and secreted in a false compartment within the gas tank of the vehicle.

Drug Situation: Geographically, Tennessee is unique because it is bordered by eight other states. The interstate and state highway systems crisscross Tennessee’s four major cities and traverse each of its borders. These highways carry a very large volume of traffic and are a primary means of moving drugs to and through Tennessee. As a result, the drug situations in the neighboring states have an impact on the drug situation in Tennessee. Tennessee is predominantly a “user” and a transshipment state, not a major source area for any drug except domestically grown marijuana.

Cocaine: Cocaine is usually transported to Tennessee in multi-kilogram quantities from source cities in the western United States and from Texas, Illinois, Georgia, and California. Hamilton, Davidson, and Shelby counties are considered the distribution hubs for the state. Abusers of cocaine in Tennessee tend to consume the drug in crack form-a change from the preferred cocaine HCl abuse of a few years ago-making crack the current most popular drug of abuse among Tennessee residents. Tennessee has seen a significant increase in the trafficking activities of structured Mexican trafficking organizations. These structured groups respond to command and control elements in Atlanta, Los Angeles, Houston, and Mexico.

Heroin: Heroin use in Tennessee is limited to a very small number of long-time users. The heroin trafficking situation has been very stable in the state for the past five years, though an increase in heroin availability was reported in Memphis recently. Also, despite attempts by traffickers from Philadelphia to reestablish a heroin distribution organization in eastern Tennessee, no great change in the demand for the drug is indicated by other factors in Tennessee. Texas and New York are the main sources of Mexican Black Tar and Southeast Asian heroin in Tennessee.

Methamphetamine: The availability and demand for methamphetamine continues to increase throughout Tennessee. Much of the methamphetamine consumed in the state is transported from Mexico and the Southwest Border area. Clandestine methamphetamine labs can be found everywhere in Tennessee and are encountered almost daily by law enforcement. Tennessee accounts for 75 percent of the methamphetamine lab seizures in the Southeast. These facts are a stark contrast to the problem of a few years ago. The labs that are discovered in Tennessee are generally characterized as small and unsophisticated. These clandestine methamphetamine labs pose a significant threat because lab operators are frequently armed and substantially involved in the drug’s distribution. Southeast Tennessee has seen a significant increase in the activities of structured Mexican methamphetamine trafficking groups. These groups control much of the methamphetamine distribution in the Chattanooga area. Command and control for these Mexican organizations are frequently found in Dalton, GA. There is anticipation of an increase in methamphetamine use in Tennessee as the drug gains popularity over crack cocaine use.

Club Drugs: Tennessee has a growing “Club Drugs’ problem, with MDMA (ecstasy), LSD, and GHB being the most common drugs of abuse. These drugs are frequently sold at Raves and have been identified in the cities of Nashville and Knoxville.

Marijuana: Marijuana abuse and trafficking is a serious problem throughout the state, especially in rural areas. Tennessee is a major supplier of domestically grown marijuana. In fact, according to the Appalachia HIDTA Threat Assessment, Tennessee, along with West Virginia and Kentucky, produce the majority of the United States’ supply of domestic marijuana. Prosecution of marijuana growers in the state has been extremely difficult due to an intelligence gap. Many of the domestic marijuana sites detected are so small that even if the owner/grower were identified, the U.S. Attorney would be reluctant to prosecute. There have also been seizures of Mexican marijuana in the state. Marijuana is favored over other drugs of abuse by some in certain areas of Tennessee.

Other Drugs: Distribution of Ecstasy (MDMA) and LSD is on the rise, especially in and around the college campuses in Nashville. These Club Drugs are abused primarily at “Rave” parties and are transported into the area from New York, Georgia, and Florida. Diverted pharmaceuticals also pose a problem in Tennessee. A special ARCOS report prepared for the Tennessee Medical Board showed that consumption of hydromorphone, hydrocodone, meperidine, and amphetamine was above average in TN. Dilaudid and morphine are also mentioned as heavily abused drugs in Tennessee.

Pharmaceutical Diversion: Current investigations indicate that diversion of hydrocodone products and pseudoephedrine/ephedrine continues to be a problem in Tennessee. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), the Internet, and forged prescriptions. OxyContin®, methadone, morphine, and Xanax® were also identified as being among the most commonly abused and diverted pharmaceuticals in Tennessee.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. Since the inception of the MET Program, 473 deployments have been completed nationwide, resulting in 19,643 arrests. There have been two MET deployments in the State of Tennessee since the inception of the program, in Chattanooga and Clarksville.

DEA Regional Enforcement Teams: This program was designed to augment existing DEA division resources by targeting drug organizations operating in the United States where there is a lack of sufficient local drug law enforcement. This program was conceived in 1999 in response to the threat posed by drug trafficking organizations that have established networks of cells to conduct drug trafficking operations in smaller, non-traditional trafficking locations in the United States. As of January 31, 2005, there have been 27 deployments nationwide, and one deployment in the U.S. Virgin Islands, resulting in 671 arrests. There have been no RET deployments in the State of Tennessee.

Drug Situation:The use of methamphetamine continues to affect the rural areas, as well as the urban areas, throughout the state of South Dakota. This increased use and demand for methamphetamine has continued to rise over the past year. Methamphetamine has come to the attention of the public through an increasingly aware media, informed public officials from the local to national level, and concerned citizens. Public efforts are underway by law enforcement, politicians, social service agencies and the media to further educate the public as to the dangers of methamphetamine use and abuse. In addition, marijuana is readily available in all areas of South Dakota. It continues as the most abused of the illegal controlled substances. Also, the controversial issue of “hemp” remains a high profile topic. Interstate 90, which runs east to west through South Dakota, is increasingly being used for the transportation of drugs and currency by trafficking organizations.

Cocaine: Cocaine HCl is readily available throughout all parts of South Dakota. While the availability of crack cocaine is increasing in eastern South Dakota, abuse is still limited in western sections of the state. Cocaine is obtained from Mexican sources in Sioux City, Iowa; Kansas City, Missouri, and California. Some distributors in Rapid City, South Dakota obtain cocaine from sources in the Denver area.

Heroin: Heroin is typically available only in personal use quantities in South Dakota.

Methamphetamine: The availability of Mexican methamphetamine continues to increase throughout South Dakota. Methamphetamine in eastern South Dakota is obtained from sources in Sioux City, Iowa, and from sources in the western states of Texas, Arizona, and California. Methamphetamine is distributed locally by either long-time Caucasian residents or Hispanic males who have recently moved to South Dakota. Mexican methamphetamine in western South Dakota is primarily shipped directly from cities such as Denver, Phoenix, San Francisco, and San Diego using FedEx or UPS. Small toxic labs have steadily increased over the last few years. Local lab operators are obtaining chemicals at local hardware stores, truck stops, and department stores. Production capabilities of these small labs are usually less than one ounce. The stealing of anhydrous ammonia fertilizer from farm supply stores and farmers has also emerged as a serious problem in this agricultural state.

Predatory Drugs: MDMA (Ecstasy) in eastern South Dakota is limited but appears to be increasing. MDMA is more readily available in western portions of South Dakota; however, the number of rave parties remains stable. Law enforcement in South Dakota reports limited availability of LSD.

Marijuana: Marijuana is readily available throughout South Dakota. Multi-hundred pound quantities are transported into the state from the southwest border of the United States. Smaller quantities are also shipped via express mail services or purchased from Hispanic males in the Sioux City area and driven back to Sioux Falls. Higher purity marijuana is produced in indoor grow operations in the Sioux Falls area, which typically contain less than 100 plants. Larger indoor operations have been found in the Rapid City area in western South Dakota, ranging from a few plants to several hundred. During the past few years, members of the Oglala Sioux Tribe have attempted to plant fields of “hemp” on the Pine Ridge Indian Reservation in South Dakota. Intelligence reports indicate that high purity “BC Bud” marijuana may now be available in South Dakota.

Other Drugs: OxyContin is a growing problem throughout South Dakota, and has been found at methamphetamine laboratory sites. According to the South Dakota Department of Health, hydrocodone products, codeine, and Darvocet-N are the most popular abused pharmaceutical substances in the state. They are obtained by forged prescriptions and by phony call-ins.
